Duties
As a Senior Advisor, you will:
Meet with Senators and Representatives who will serve on committees dealing with high priority HUD issues or members of their committee staff to discuss legislative, oversight, nominations, and other vital matters of the Department. These meetings are initiated by the incumbent or by Members of Congress, elected state officials, the Deputy Assistant Secretary for Congressional Relations, and the Assistant Secretary for Congressional and Intergovernmental Relations.
Be responsible for advising key officials of the Department of the concerns of Members of Congress and for recommending how these concerns can be met, consistent with the objectives and goals of the Department.
Be responsible for monitoring all Congressional and/or State initiatives and developments, oversight matters, and for advising the Department on how to respond appropriately.
Accompany the Deputy Assistant Secretary and/or the Assistant Secretary for Congressional and Intergovernmental Relations together with other key officials of the Department, in appearances before Congressional committees; guide the preparation of testimony; and provide advice prior to and during the course of such appearances.
Arrange for attendance of other HUD officials at Congressional hearings as required, briefing them beforehand on matters likely to be discussed so that they may be prepared to provide the Assistant Secretary with the best assistance and advice possible to ensure that all material presented reflects the views of the Administration, new legislative initiatives and policy considerations.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Negotiating with senior level officials, representing the agency at high profile meetings, and serving as an advisor on oversight matters; AND
Advising key officials relating to Congressional and/or State initiatives, developments, and concerns; AND
Experience researching or writing reports regarding current legislations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-14, you must have been at the GS-13 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
