About the Position: Serves as Army Community Service (ACS) Multi-Functional Specialist at the installation level with professional and technical responsibility for assisting Commanders with assessing, tailoring and prioritizing ACS service delivery in support of local military and Family needs.
Duties
Develop and implement installation procedures that outline responsibilities for the execution of the Survivor Outreach Program.
Develops working relationships with a broad range of Department of Defense agencies, the Veterans Administration, Veteran Service Organizations, and community and service organizations.
Conducts comprehensive community needs assessment on an annual basis to identify family support program requirements of the community.
Places primary emphasis on surveying and identifying the service needs of identified at-risk families, first-term soldiers and families, geographically separated families, single parent families.
Identifies program resource requirements and provides Outreach Program budget input to include manpower, supplies, equipment, and other expenditures required for program operation.
Trains Outreach personnel (including volunteers and representatives of installation and civilian community services activities) to recognize, identify, and refer community members to appropriate services.
Coordinates and implements a program of comprehensive outreach initiatives designed to facilitate the delivery of existing services and to develop new services based on results of the needs assessment.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position may require the employee to occasionally travel away from the normal duty station approximately 5% of the time.

In order to qualify for this position, you must meet one of the following:
Basic Requirement:
A. I have successfully completed a full four-year course of study leading to a bachelor's or higher degree that included a major field of study in behavioral or social science or related discipline. Where specific course requirements are not indicated on the transcripts, the number of semester hours required to constitute a major field of study is the amount specified by the college or university attended. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. NOTE: You must submit a copy of your transcripts.
B. I have four years of appropriate experience that demonstrates that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
C. I have a combination of education and experience that provides me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (The quality of the combination of education and experience is sufficient to demonstrate that I possess the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Note: You must submit a copy of your transcripts). When combining education with experience, first determine your total qualifying education as a percentage of the education required. One full academic year of study (30 semester hours or equivalent) is equivalent to 6 months of experience. Then determine the experience as a percentage of the experience required. Finally, add the two percentages. The total percentage must equal at least 100 percent to be qualifying. For example, if an applicant that has 9 months of experience and 15 semester hours of college, it will equate to 75 percent of the required experience and 25 percent of the required education for a total of 100 percent of the requirement for 1 year of experience.
In addition to meeting the above basic requirement, you must also meet one of the following:
Specialized Experience:One year of specialized experience which includes identifying and implementing family support program requirements; assisting in identifying community service needs of at-risk families, soldiers, geographically separated families, single parent families; and/or assisting in developing outreach program plans for the community. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Behavioral Science, Education. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
