Requirements

  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.

  • Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.
  • Must be able to obtain and maintain the Government Travel Credit Card (GTC) as a condition of employment.
  • Must possess a valid PR State driver’s license to operate government motor vehicle in accordance with Service specific Vehicle Operations Directives.
  • Must be able to obtain and maintain the appropriate SECRET security clearance for the position.
  • Federal employees currently serving in the excepted service (Title 32) must acknowledge they will voluntarily leave the Title 32 excepted service by accepting an offer of employment for this NG Title 5 excepted service position.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • Must be able to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
  • Position designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration and will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • As a condition of employment, the incumbent of this position must be able to obtain and maintain required education and certifications within specific time from the appointment date, as applicable.
  • Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.

Qualifications

AREA OF CONSIDERATION: HRO MUST process and clear the Department of Defense (DoD), Priority Placement Program (PPP), prior to advertising all internal and external job vacancies and promotion announcements. Area 1 = All permanent employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite employees (NG T32/NG T5) within Puerto Rico Army National Guard. First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates). DUTIES: As a SEXUAL ASSAULT PREVENTION & RESPONSE SPECIALIST (VICT ADV)(T5555P01), GS-0101-11, you will serve as the Joint Force Headquarters (JFHQ)-State Sexual Assault Response Specialist (Victim Advocate) for the military, civilians, and dependents. Providing 24/7 in-person and telephonic response, the incumbent under the supervision of the Sexual Assault Response Officer (State SAPR). The incumbent serves as the Domestic Abuse Victim Advocate (DAVA) providing assistance and advocacy for victims of spousal/intimate partner abuse, non-offensive parents/caregivers and victims of child abuse. This position will serve as facilitator to JFHQ-State personnel regarding victim of domestic violence and child abuse appropriate responses. PHYSICAL DEMANDS: Work is primarily sedentary, such as sitting comfortably. There may be some walking, standing, bending, and carrying of light items. No special physical effort or ability is required to perform the work. WORKING ENVIRONMENT: The work area is adequately lighted, heated, and ventilated. The environment involves everyday risks or discomforts that require normal safety precautions. The applicant is credited with actual number of months the member has been in the National Guard provided such service is related to the position to be filled. SELECTED FACTOR: (Minimum Requirements) Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences (copy of the official transcript showing conferred Degree must be submit with the application). OR Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year in the occupational series code 0101 at the next lower level GS-09 or THIRTY-SIX (36) months of specialized experience performing or supervising duties such as assisting victims of sexual assault and domestic violence towards the process; serving as a resource on available options to assisting victims; providing continuity of care and ensuring coordination with all applicable National Guard functions; assisting during medical and investigation procedures court/administrative proceedings, and related processes; conducting risk assessments of individuals; providing emotional support, guidance and crisis intervention in the immediate aftermath of sexual assault or domestic violence/abuse; developing safety plans based on initial and ongoing risk assessments; providing restricted and unrestricted reporting options to the victims; providing referral services at the JFHQ-State as well as the surrounding communities; completing required reports/documents on incidents of sexual assault and domestic violence; assisting the State SAPR with entering all JFHQ-State sexual assault incidents into the different Federal Programs; assisting the State SAPR in the supervision of volunteer Victim Advocates; responding to all requests for data request and provide timely reporting; providing direct services under guidance and direction of DPH/Behavioral Health Officer; providing input to DPH in the establishment and implementation of local policies and directives pertaining to the Family Advocacy Victim Advocate Program; serving on the JFHQ-State sexual assault prevention and response (SAPR) Case Management team and ensuring State SAPR is kept abreast of victim's status/case; facilitating or assisting in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training; serving as liaison with community agencies and resource providers.
