About the Position: Fort Buchanan is located near San Juan, Puerto Rico, within a short drive from the Luis Munoz Marin International Airport, Old San Juan, and most popular tourist attractions and beaches. PR is designated as an OCONUS Non-foreign area. Salary shown in this announcement includes a Locality Payment of 16.50% for this Non-Foreign Area. An adjusted Cost of Living Allowance (COLA) rate of 2.81% is not reflected in the salary shown.

Duties

Develop and implement installation procedures that outline responsibilities for the execution of the Employment Readiness Program. Evaluate services needs, training, and/or coordination with other agencies to determine resolution. Serve as Army Community Service (ACS) Multi-Functional Specialist at the installation level. Interview, counsel, and advise individuals and families on all facets of the ACS and employment process. Assist families and their needs to make appropriate referrals for specialized/customized emotional support. Prepare a variety of documents for inclusion in ACS programs and employment on families' records, to include financial, job searching, information, etc. Ensure the program functions are in accordance with governing laws, policies, regulations. Create and maintain presentations and educational material on topics such as resume building, job search, interview process, dress for success during an interview, other briefings. Identify program resource requirements to provide input for ACS Programs and Employment Readiness' budget. Monitor the operation of professional services (to include volunteers) such as trainers/educators or/and key note speakers for events. Monitor funds assigned to the Employment Readiness Program. Maintain resources such as educational material.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Position requires incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • Due to position is "Mission Essential", in the event of severe weather conditions or other emergency type situations (natural or man-made disaster), incumbent is required to report and/or to remain at work as scheduled to support mission operations.

Basic Requirement for Army Community Service Specialist: Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position, such as psychology, counseling, sociology and/or behavior science. OR Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) interviewing, counseling, and/or advising on career, occupational, volunteer, or educational issues; 2) registering and/or referring clients for job vacancies based upon an assessment of their interests, skills, and/or prior experience; and 3) creating training plans/documents. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: psychology, counseling, sociology and/or behavior science. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
