About the Position: This position is located in the Defense Health Agency (DHA) under the policy guidance and direction of the Assistant Secretary of Defense for Health Affairs (ASD (HA)), in Falls Church, VA.

Duties
Bear full administrative responsibility for the overall guidance and policy concepts to ensure proper formulation and integration of all elements of the CAMD. I
Maintain models and systems to facilitate data collection, data analysis, forecasting, modeling, and related operations research techniques for use within DoD and
the Federal Government.
Define critical problems by identifying the need for areas of analysis in health care business practices, formulating proposals for original studies, and justifying such proposals to functional activity proponents.
Develop strategies and operating procedures for performing Business Process Re-engineering (BPR) to justify proposed process improvements and Automated Information System investments for functional activities of the DHA.
Manage the development and validation of functional requirements managers, the business process for functional requirements development, and supports the business analysis and concepts of operation for DHA capabilities.
Coordinate new development prioritization, requirements and resourcing for selected capabilities and may serve as Capability Manager for selected systems.
Manage staff who are working on plans, programs, policy, and resources, and institutes management controls.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires the incumbent to be certified in Capability Portfolio Management at the time of assignment or able to acquire certification within 24 months of assignment into this position, as determined by the incumbent’s supervisor.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Basic Requirement for Supervisory Operations Research Analyst:
Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes overseeing operational research systems to ensure proper data management, advising management on modeling operations, developing requirements for capability architecture management systems, and overseeing staff work prioritization to ensure timely completion of work and/or quality of work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
