The primary purpose of this position is to serve as Strategic Integration Program Manager for the Plans and Integrations Division in the Directorate of Manpower, Personnel and Services at a Major Command, NAF, FOA or DRU.
Duties
Serves as Strategic Integration Program Manager developing program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide Strategic Integration functions and activities.
Represents Directorate of Manpower, Personnel and Services with a variety of installation and functional area organizations.
Exercises supervisory personnel management responsibilities.
Prepares the Director and Deputy Director for high-visibility visits and engagements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, IAW OPM Qualification Standards for General Schedule Positions, Administrative and Management Positions for GS-0301.
SPECIALIZED EXPERIENCE: Applicants must have least one (1) year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the full spectrum of Strategic Integration to function as the sole on-staff advisor to the MAJCOM/CC and his/her staff. Extensive in-depth knowledge of the mission, organization and work processes of programs throughout a military command, and the relationships of administrative support activities to such missions. Knowledge is applied when assessing programs/projects, analyzing findings and making recommendations on substantive operating programs. The work requires skill in preparing staff reports/briefings and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Extensive knowledge of qualitative and quantitative techniques for analyzing and measuring effectiveness, efficiency and productivity of administrative and technical programs. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating planning actions as they relate to actual events.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge of and skill in designing and conducting comprehensive studies and developing solutions to broad operational and contingency areas.
4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations.
5. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations.
6. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
