Qualifications
To qualify for the GS-12 level, you need to have at least one year of full-time* specialized experience equivalent to at least the GS-11 level defined as providing oversight for programmatic funding/financial policies; and developing financial plans and/or policy.
To qualify for the GS-13 level, you need to have at least one year of full-time* specialized experience equivalent to at least the GS-12 level defined as providing oversight for programmatic funding/financial policies; developing financial plans and/or policy; and managing grants or contracts activities.
Your answers to the online assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of the CWA as it relates to the Clean Water State Revolving Fund (CWSR) Program and the SDWA as it relates to the Drinking Water State Revolving Fund (DWSRF) Program; 2) Skill in analyzing CWA and SDWA programs; 3) Knowledge of accounting and auditing-requirements and procedures pertaining to CWA and SDWA programs including Governmental Accounting Standards Board statements; 4) Ability to effectively communicate analysis on CWA and SDWA grant programs to pertinent state and federal officials; 5) Knowledge of loan terminology, loan portfolio management, investment analysis, and purchasing and budgeting to analyze loan policies and procedures of loan program; 6) Skill in oral communication; 7) Skill in written communication.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
You need a degree, combination of education and experience, or specialized experience as described below to qualify for this position.
You must have a bachelor's or higher degree from an accredited or pre-accredited college or university in finance, business administration, economics, accounting, insurance, engineering, mathematics, banking and credit, law, real estate operations, statistics, or other fields related to this position, such as agriculture, agricultural economics, farm, livestock or ranch management, or rural sociology;
OR
Specialized experience such as performing financial analysis and evaluation work requiring a comprehensive knowledge of (1) corporate finance and any specialized fields of finance required such as public finance, securities, international finance, money and securities markets, investments, and banking, and (2) the financial and management structure, operations, and practices of corporate and other organizations.
