The USDA's Foreign Agricultural Service (FAS) links U.S. Agriculture to the world, improves foreign market access for U.S. Food and Agricultural products, builds new markets, improves the competitive position of U.S. Agriculture in the global marketplace and provides food aid and technical assistance to Foreign Countries. This position manages the daily Administrative Operations for the office. This is a bargaining unit position.

Duties

The incumbent performs a variety of administrative duties for the office. This includes communicating with internal and external stakeholders in the preparation of personnel action requests, training forms, time and attendance reports. Serves as timekeeper which may include duties such as resolving questions/issues related to time and attendance and conducting leave audits. Prepares and maintains the necessary control mechanisms of requisition requests in procuring a variety of supplies and office equipment. Receives, reviews and distributes incoming correspondence requiring technical consideration(s) by the supervisor and/or a staff member based upon content and knowledge of program functions and staff assignments. Sets up user accounts and profiles and submits passport and visa requests. Submits country clearances for international travel. Creates, maintains and tracks travel reservations and vouchers in the travel system. Makes arrangements for meetings and conferences, including gathering and printing background materials, collecting and submitting information to meet security office requirements for visitors. Provides visitor and meeting support, including scheduling meetings, reserving conference rooms, and escorting visitors. Uses various office automation hardware and software to prepare memoranda, letters and reports in final form or in rough draft as requested by originators.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-08 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Experience planning and completing work across a variety of administrative functions simultaneously, including inventory management, records management, procurement, property and space management, travel arrangements, human resources and distributing mail. Experience communicating orally and in writing to include skills such as recording and communicating messages, drafting correspondence, and direct customer contact (via telephone and email) in support of customer service. Experience gathering and evaluating information to prepare a variety of program documents and reports, including coordinating and consolidating comments on drafts, proficiency in proofreading documents, and determine if they are accurately completed and have been approved by appropriate officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
