This position is in the Office of the Managing Director (OMD) for Administrative Operations (AO), Federal Communications Commission (FCC) Headquarters in Washington, DC. This position requires full-time, in-person work at the FCC Headquarters on a full-time basis, Monday-Friday.

Duties
Administering and operating FCC 's safety and occupational health programs and the associated performance of administrative work concerned with these programs for the elimination or minimization of human injury and property and productivity losses, caused by harmful contact incidents, through the design of effective management policies, programs, or practices.
Administering the day to day operations of the FCC's Occupational Safety and Health Program, Federal Workers Compensation Program, FCC Ergonomic Program, FCC Drug Testing Program, FCC Automated External Defibrillator Program, the Motor Vehicle Accident Prevention Program.
Planning, developing and implementing policy, standards , criteria, procedural guidelines, handbooks and specifications for the entire scope of the FCC Occupational Safety and health program. Advises top management staff and operating officials on all areas concerning occupational health and safety, both departmental and field.
Conducting annual and periodic safety and health inspections of facilities, areas, operations, etc., to ensure conformance with OSHA regulations, rules and standards.
Investigating and analyzing safety reports and accidents and evaluates the causal factors and environmental conditions that lead to accidents; devises measures to control hazards detected; prepares annual reports, statistical and/or investigative reports as required.
Initiating and administering all phases of a program to promote employee acceptance of occupational safety and health responsibility. From review of reports and inspections, determines what activities are necessary to implement remedial measures; analyzes occupational group performances; identifies characteristic hazards and promotes awareness of them. Uses various promotional techniques to create desirable attitudes and improved skills and modes of behavior to and assist supervisors in alleviating and eliminating employee occupational accidents, injuries and illnesses.
Serving as the FCC Federal Employee Workers Compensation Program (OWCP) program manager and.as the liaison between FCC employees, FCC management and the Department of Labor (DOL); and maintains statistical data on worker's compensation for the advisement of FCC management and DOL.
Overseeing the day-to-day operations of the FCC Health Center; coordinating/ scheduling monthly health related programs/ screenings (cholesterol screenings, prostate cancer, etc.); coordinating/scheduling employee immunization programs, physical examinations, and fitness for duty examinations; and preparing a monthly FCC Health & Wellness Monthly Newsletter.
Implementing the FCC Drug Testing Program, which includes coordinating/ scheduling applicant and random drug testing; attending meetings/ training sessions; and reviewing/ updating FCC Testing Designated Position listing.
Organizing, conducting, or providing advice on operation of a complete motor vehicle accident prevention program, including providing technical guidance on training of operators and instituting a program of attitude training aimed at accident prevention.

In order to be deemed as qualified for this position, candidates must meet the criteria in both Parts A & B.
QUALIFICATIONS-PART A
Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. TRANSCRIPTS MUST BE SUBMITTED.

Experience
Specialized Experience (for positions above GS-5): Experience in or related to safety and occupational health that provided the specific knowledge, skills, and abilities to perform successfully the duties of the position. Examples of qualifying specialized experience include:
Managing safety or occupational health program elements.
Developing and recommending safety and occupational health policy to higher levels of management.
Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements.
Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards.
Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses.
Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards.
Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards.
Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects.
Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

Certificates
Certification as a Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH), or Certified Health Physicist (CHP), or similar certification that included successful completion of a written examination meets the requirements for GS-5. Applicants may also qualify for higher grade levels based on their education and/or experience.
AND
QUALIFICATIONS-PART B
GS-11 GS-11 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-9 in the Federal service. For this position, specialized experience includes the following:
1. Experience participating with the planning, organizing, directing, budgeting, coordinating and evaluating a fully developed occupational safety and health program.
2. Experience assisting with the operations of a health center to include evaluating, purchasing and maintaining all necessary health and safety supplies and equipment, for all locations.
3. Experience coordinating reasonable accommodations and shelter in place needs.
4. Experience performing accident investigations, and analysis to provide reports to management.
5. Experience assisting with identifying and devising accident/injury control measures; and/or implementing activity injury compensation regulations, court decisions, policy, and all other regulatory sources.
6. Experience providing training for such as fire, shelter in place and other health and safety related activities.
7. Experience managing simultaneous projects including funding, scheduling, and working with team members.
OR Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M. if related. TRANSCRIPTS MUST BE SUBMITTED. OR Have a combination of education and experience.
GS-12 GS-12 Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following:
1. Experience Planning, developing and implementing policy, standards and procedural guidelines for an Occupational Safety and health Program.
2. Experience overseeing the operations of a health center to include evaluating, purchasing and maintaining all necessary health and safety supplies and equipment, for all locations.
3. Experience investigating, analyzing and evaluating safety and accident reports to determine cause and frequency.
4. Experience identifying and devising accident/injury control measures; and/or implementing activity injury compensation regulations, court decisions, policy, and all other regulatory sources.
5. Experience performing studies that identify safety and health problems associated with work environments, to develop health and/or safety standards, measures or control mechanisms for coping with identified hazards.
6. Experience implementing, overseeing, and providing training for such as fire, shelter in place and other health and safety related activities.
7. Experience managing simultaneous projects including funding, scheduling, and working with team members.
