Duties
The Marion VA Health Care System is seeking a full-time Chief of Quality, Safety, Value (QSV) and High Reliability Service, also known as the Quality Manager (QM), located in Marion, IL. This position is a direct report to the Executive Director.
The Quality Manager is responsible for planning, organizing, initiating, and directing quality management functions including Accreditation, Risk Management, Peer Review, Performance Management, External Peer Review, Utilization Management, VASQIP, Systems Redesign/process improvement, Patient Safety, and the organization's High Reliability journey .
The Quality Manager assures the development, organization, and implementation of an organizational structure for the health care system and is recognized as an expert on performance measures, quality management program and philosophies.
The Quality Manager functions very independently and must demonstrate the ability to coordinate activities with a wide diversity of high-level employees such as service chiefs, physicians, nurses, and administrative officials. The purpose of the QM service is to ensure high quality care through the identification of opportunities to improve care, the provision of high quality and cost-effective services, and the identification of issues that might place patients at increased unnecessary risk.
The Quality Manager serves in a direct advisory capacity to Quality Management staff in the organization and development of a comprehensive program that is designed to meet VA standards and expectations of accrediting bodies.
The Quality Manager is responsible for providing leadership and guidance to develop, implement, refine, and maintain a comprehensive quality management review program to evaluate the quality of patient care, improve the quality of patient care, and evaluate the appropriateness and timeliness of services provided. The service deals with sensitive and confidential information.
The Quality Manager serves as a principal advisor to senior management in the development of a total quality/performance improvement program and provides periodic reports on the status of the program as it develops.
The Quality Manager works closely with the Executive Director, Chief of Staff, Associate Director, Associate Director Patient Care Services, Assistant Director and other senior clinical and non-clinical executives as an advisor and coach in quality principles, employee involvement, quality tools, and performance improvement implementation. He/she will be a direct representative of the executive leadership in implementing performance improvement as an approach to assessing and improving the quality of health care services and will participate in VISN-level activities that guide/instruct management practices using performance improvement tools and methodologies.
PLEASE NOTE: These positions require Basic Life Support (BLS) certification. If selected, Applicants will provide proof of current certifications prior to employment. Only BLS certification which included Automated External Defibrillator (AED) obtained from either the American Heart Association (AHA) or the Military Treatment Training Network (MTN) will be accepted.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
Graduate of a school of professional nursing approved by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). The approving official may authorize a waiver of the requirement for ACEN or CCNE accreditation of any degree in nursing provided the college or university has regional accreditation from an accrediting body recognized by the Department of Education at the time of the candidate's graduation and the composite qualifications of the applicant warrant such consideration. In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.
Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.
Preferred Experience: 3-5 years of experience in Quality Management, knowledge of Patient Safety, Risk Management, Accreditation and HRO principles. Familiarity with process improvement concepts. Progressive supervisory experience.
Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade:
Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.
Note regarding MSN degrees: If your MSN was obtained via a Bridge Program that qualifies for professional nursing registration, a BSN is not required.

Physical Requirements: This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations or operative/invasive procedures. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs.
