This position is in the Foreign Assistance Division, Office of the Procurement Executive, Bureau of Administration (A/OPE/FA), in the U.S. Department of State (DOS). The position serves as the Director of FA in supervising a staff of Grants Management Specialists in carrying out the continual development, oversight, review and evaluation of the Department's Federal assistance (grants) program.
Duties
Oversees Division staff in exercising FA responsibilities for the development, management and direction of the Department's Federal assistance programs in accordance with applicable laws and regulations.
Determines impact of new or proposed legislation on the Department's Federal assistance programs and advises Procurement Executive and other management officials concerning the program implications of such changes.
Reviews proposed legislation, Executive Orders, Office of Management and Budget (OMB) Circulars and regulations for their applicability to current grant programs.
Serves as key advisor to Procurement Executive in ensuring that Federal assistance programs are carried out in accordance with applicable laws and regulations,
Provides the full range of first level supervision to staff.
Requirements

- Must be able to obtain and maintain a Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must applying for the GS-15 must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience analyzing and implementing grants policy updates.
Experience developing policy recommendations and proposals for national and international Federal assistance issues.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
Willingness to consider new ideas or divergent points of view; and
Capacity to "see the job through."
There is no substitute of education for specialized experience for the GS-15 position.
