This position is assigned to the Bureau of Administration, Office of Procurement Executive, Office of Acquisitions Management, International Programs Division, Grants Branch (A/OPE/AQM/IP/GMD). The Procurement Executive supports the Department’s acquisition and assistance activities , including developing, issuing, and maintaining acquisition policy, regulations, procedures and guidance.
Duties
Functions as a senior grants officer and technical authority on a broad range of complex grants and cooperative
agreements for the Department of State.
Provides technical oversight, training, assistance, guidance, and ethics advice to lower graded employees and technical expertise and consultation to program officials and awardees.
Conducts in-depth analyses involving complex global assistance issues; determines priorities throughout the assistance award life cycle.
Resolves a broad range of problems; and develops innovative approaches to long-standing problems from the standpoint of soundness, likelihood of success, feasibility, and consistency with program objectives.
Conducts site visits to grant recipients, as needed, to evaluate and monitor performance.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Specialized Experience: Applicants must applying for the GS-14 must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience planning, managing, and executing the awarding of grants and cooperative agreements to domestic and international organizations, foreign governments, and education institutions that support the State Department’s long-term public diplomacy mission.
Experience ensuring compliance with all regulatory and legal requirements to make determinations on grant modifications and/or cooperative agreements and provide advice on grants management statutory requirements.
There is no substitute of education for specialized experience for the GS-14 position.
