About the Position: Serves as a paralegal specialist in the Labor and Employment Law Division of the Office of Staff Judge Advocate (OSJA), Defense Language Institute Foreign Language Center (DLIFLC) and Presidio of Monterey POM. Selection may be made from either level - GS-09 target GS-11 OR GS-11. Non-competitive promotion to target grade level.

Duties

Research applicable labor and employment law regulations, statues and directives. Assist attorney in preparing government cases in Equal Employment Opportunity hearings, Merit systems Protection Board hearings, grievances, and unfair labor practice hearings before various administrative officers and boards. Manages cases involving civil suits brought against the Army within the jurisdiction of the U S District Court for the Northern District of California. Coordinates civil ligation cases with the U.S. Attorneys office, Department of Justice, and the Department of the Army. Assit civil law attorneys in preparing for hearings, arbitration, mediation, and other litigation matters. Conducts investigations and witness interviews and compiles data and other information required for litigation purposes. Identifies cases involving potential civil litigation and maintains an active monitoring system to track the progress of these cases through the complete litigation process, including appellate review. Administrative law issues, performs research applicable to law, regulations, policies, and guidance regarding legal issues of concern.

GS-09 Specialized Experience: One year of specialized experience which includes experience (1) Assisting with providing paralegal support to attorneys; (2) Assisting in conducting legal research and writing legal documents, and (3) Assisting with reviewing legal forms or records for technical accuracy. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as Paralegal Studies, Legal Studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent GS-07. To be referred, applicants must meet applicable time-in-grade and qualification requirements within 30 days from the date the referral list is issued. GS-11 Specialized Experience: One year of specialized experience which includes 1) performing paralegal or legal work 2) reviewing legal drafts, legal memorandum, and other legal documents 3) analyzing legal issues in ongoing matters to determine the appropriate records and data attorneys will need to prepare legal drafts 4) preparing draft correspondence, memorandum, or reports that include all pertinent facts 5) conducting legal research. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: paralegal studies or legal studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
