About the Position: Serves as Paralegal Specialist for the Office of the Staff Judge Advocate, Administrative Law Division with responsibility for legal research and analysis of a wide variety of Administrative Law issues.

Duties

Conduct research on laws, legal articles and regulations. Provides legal support to the Chief, Administrative Law, Staff Judge Advocate, Senior Attorney Advisor/Deputy Staff Judge Advocate and Labor Counselor. Determines adequacy of subpoenas and wage assignments orders and prepares written responses when Privacy Act concerns have not been met. Reviews Freedom of Information Act FOIA, requests and provides legal recommendation to the FOIA Officer for release of documents. Responsible for communicating with and assisting victims and witnesses on legal matters. Manages communication between trial counsel and victims and witnesses regarding case status. Provides backup on notifying filers of the requirement, responding to questions from filers and reviewing completed reports prior to the Ethics Counselor's review and coordinating mandatory annual ethics training.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

Specialized Experience: One year of specialized experience which includes 1) performing paralegal or legal work 2) reviewing legal drafts, legal memorandum, and other legal documents 3) analyzing legal issues in ongoing matters to determine the appropriate records and data attorneys will need to prepare legal drafts 4) preparing draft correspondence, memorandum, or reports that include all pertinent facts 5) conducting legal research. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: paralegal studies or legal studies. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administrative LawDecision SupportLegal, Government and JurisprudenceManages and Organizes Information Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
