The Social & Behavioral Health Services Administrative Officer (SBHSAO) is a key administrative resource for the outpatient Mental Health (MH) Service Line. The incumbent functions as an operational administrative arm for the Service Chief/Nurse Manager of Social and Behavioral Health Services (SBHS).
Duties
Duties include but not limited:
Develops, oversees, measures and adjusts administrative functions within the product line to ensure efficient, effective, responsive and accurate clinic administrative operations.
Monitors and manages the budget for all office supply items within the product line.
Develops written administrative operating procedures and schedules to guide employees in their work.
Monitors all patient activities for productivity outcomes and recommends changes in priority of care, scheduling methods or administrative space assignment and utilization.
Manages office supply materials stock levels and budgets.
Develops administrative performance standards for all outpatient Mental Health service lines.
Negotiates with other medical center service AO's on issues involving the administrative operations of the product line.
Trains, advises, monitors, and oversees administrative activities of the Clinic Based Outpatient Clinic.
Applies effective management techniques designed to maximum the efficient utilization of personnel, control costs, eliminate waste and overlapping services, plan for adequate clinical space, monitor for improvements to operations, and develop/propose policies in terms of a positive long-range impact of the program.
Gathers and analyzes data to recommend changes to clinic structure or operations.
Attends management meetings to apprise staff members of current or potential problems concerning interdepartmental relationships between primary care, as well as inpatient and sub-specialty programs.
Manages recruiting, hiring, training, disciplining and evaluation of non-RN patient care staff.
Establishes performance standards for administrative skills or duties for all patient care services staff, including RN's.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 7:30am-4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-11 position you must have served 52 weeks at the GS-9.
For a GS-12 position you must have served 52 weeks at the GS-11.

GS-9 Eligibility:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Serving in a developmental capacity by coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions; supply and demand management, assisting with human resources functions to include recruitment, performance, training, and evaluating administrative staff; developing administrative performance standards; preparing letters, reports and presentations; and making space utilization recommendations. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
GS-11 Eligibility:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; managing budget activities; assisting with contracting functions; supply and demand management, assisting with human resources functions to include recruitment, performance, training, and evaluating administrative staff; developing administrative performance standards; managing budget activities. preparing letters, reports and presentations; and making space utilization recommendations. Participating with administrative teams in the overall decision- making, policy development, and resource planning for the services; directing and performing all administrative functions that include practice management, administrative tasks, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in a medical facility. Serving as a focal point of contact and resource person responsible for providing administrative leadership and coordination of programs. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR have successfully completed 3 full years of progressively higher-level graduate education leading to such a degree OR have successfully completed a LL.M., if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Physical Requirements:
The work is mostly sedentary. Some walking, stooping, and bending is required. The incumbent must carry files and documents weighing less than 10 pounds from one area to another.
Work Environment:
Most work hours are spent in an adequately lighted and climate-controlled office, conference room, or outpatient medical clinic setting.

Education
A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
An academic year of graduate education is the number of credit hours that the school attended has determined to represent 1 academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
