About the Position: Serves as the lead systems analyst for one or more major modules of the Human Resources Command (HRC) automated system responsible for HRC personnel management.
Duties
Provide functional and technical system support for the HRC Assignment Directorates.
Enhance or design the use of the organization information management systems utilizing a variety of programming languages (C, C+, asp.net, and/or C Sharp)
Perform information technology systems requirements studies and analysis; gather and esearch facts to identify systems problems and/or need for modifications to the systems.
Validate systems operations and data accuracy for both front-end applications and the back end databases for developed systems to ensure performance IAW design specifications.
Troubleshoot and ensure deployment of system IAW existing policies and procedures update or create system documentation (design, training, procedural, etc.) as required.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized experience is defined as one year specialized experience equivalent to the GS-11 grade level in the Federal service which includes work experience in overseeing Information Technology (IT) Systems and IT Operations. Understanding and executing administering IT solutions to support military personnel assignment actions; experience developing programming code, upgrading programming code, and coordinating publication of directives and objectives pertaining to military personnel assignment actions; experience compiling statistics, analyzing data, and recommending changes to applicable military personnel programs. Additional skillset in cyber compliance and governance to manage and direct security oversight implementations and appropriate countermeasures required to protect information systems assets from damage, destruction, alteration, or misappropriation. The
OPM Qualification Standard provides the following definition: specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. My specialized experience includes, or was supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others;

Examples of IT-related experience demonstrating this competency include convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information; and
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
