The incumbent serves as the Lead Human Resources Specialist for the Staffing Services Team in the Talent Planning and Acquisition, Division in the Human Capital Directorate. The position description number for this posting is 410359. The incumbent for this position will work a full-time, flextime work schedule. This is a non-supervisory, non-bargaining unit position. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

Duties

The incumbent serves as the Lead Human Resources Specialist for the Staffing Services Team in the Talent Planning and Acquisition (TPA) Division in the Human Capital Directorate (HCD). The incumbent reports to the Chief, Talent Planning and Acquisition and oversees a team of HR specialists and assistants responsible for administering the Library's Merit Selection Plan and related process and procedures. As a Lead HR Specialist, the incumbent provides a wide range of recruitment and placement work, technical, quality control and assurance, and advisory services to all offices/service units of the Library. The incumbent also provides guidance and oversight to HR specialists and assistants on recruitment, examination and selection processes and procedures.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision. Required QualificationsThree years of experience as a federal staffing specialist, at least one of which at the GS-13 level. One year of experience collaborating with providers and HR partners to resolve technical issues related to HR systems (e.g., Monster, USA Jobs, PeopleSoft). One year of experience in applying knowledge of position classification as it relates to staffing. Preferred Qualifications One year of experience serving in a team lead role, as defined as assigning tasks based on workforce requirements; monitoring performance and providing feedback. Three years of experience consulting with stakeholders on HR-related actions. Consulting Skills - Ability to provide advice, expertise, methodologies, and problem-solving assistance to contacts internal and external to an agency. Analysis and Problem-Solving - Ability to identify and analyze problems, weigh the relevance and accuracy of information, generate, and evaluate alternative solutions and make recommendations. Building and Maintaining Relationships - Ability to establish and maintain relationships to share information, build partnerships, and leverage expertise to accomplish organizational goals. Written Communication - Ability to use correct English grammar, punctuation, and spelling, communicate information (for example: facts, ideas, or messages) in a brief, clear, and organized manner, produce written information, which may include technical material, that is appropriate for the intended audience. Oral Communication - Ability to communicate effectively in both formal and informal settings such as with subordinates, peers, and vendors, consult with colleagues both within and outside the agency, or formally present information at outside conferences and agency meetings.
