The Principal Deputy Assistant Secretary (PDAS) for Office of Enterprise Integration (OEI) is the principal senior advisor to the Assistant Secretary, OEI and other key officials within the Department of Veterans Affairs (VA) on matters pertaining to enterprise strategy development; strategic planning; risk management; performance management; data governance and analytics; integrated program planning and management.
Duties
Serves as the senior advisor and principal deputy to the Assistant Secretary for enterprise integration. Advises and assists the Assistant Secretary in all aspects of the management of the Office of Enterprise Integration, including directing and overseeing the development of Departmental policies, enterprise governance process, planning and performance management process, and establishing organizational goals and objectives.
Provides executive leadership, direction, and guidance to the Offices of Enterprise Integration; which includes the Office of Data Governance and Analytics (DGA), the Office of Planning and Performance Management (PPM), the Office of Enterprise Policy and Governance (EPG), and the Enterprise Program Integration Office (EPIO). Oversees and coordinates planning, development, execution, and evaluation of projects and initiatives assigned by the Assistant Secretary.
Represents the Assistant Secretary and the Department before external and internal audiences at the highest levels within government and the private sector and makes decisions on departmental enterprise integration matters.
The incumbent of this position must have a high level of leadership and managerial expertise to ensure that the planning and implementation of Departmental program and policy modifications are achieved as expected. This expertise should include experience managing large programs within federal organizations.
The incumbent must show experience in leading organizations at the strategic level. The incumbent, in addition, must be able to develop and maintain close and effective interpersonal relationships with key officials within and outside the Department.
Requirements

- One year probationary period required for initial SES appointment.

- VA structures its SES positions into pay bands. This is a pay band 1 position and the salary range is $147,649 to $221,900. Exceptions to the cap of the range may be considered in certain circumstances.
Qualifications
To meet the minimum qualifications, applicants must possess the following technical and executive core qualifications. These qualifications would typically be gained through progressively responsible management or executive level assignments such as director of a regional office, medical facility or program manager. An individual's total experience, education and volunteer work experience must demonstrate the ability to perform the duties of the position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants should use the Challenge, Context, Action and Results (CCAR) model below when responding to each ECQ:
Challenge. Describe a specific problem or goal.
Context. Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale, etc).
Action. Discuss the specific actions you took to address a challenge.
Result. Give specific examples of measures/outcomes that had some impact on the organization. These accomplishments demonstrate the quality and effectiveness of your leadership skills.
Your narrative response should not exceed 10 pages, be typed in 12 point font with one-inch margins. It is recommended that you include 2 recent (not older than 10 years) examples per ECQ and draft your ECQs in a Word document before uploading into the system to ensure these guidelines are met.
