Supervisory Health Systems Specialist (Credentialing and Privileging Manager) is assigned to the Medical Staff Office, under the Chief of Staff (COS) located at the Bruce W. Carter VA Medical Center in Miami, Florida. Responsible for all functions related to healthcare providers' professional credentials supporting all divisions of the VA in accordance with VHA Credentialing and Privileging (C&P), regulations, policies, The Joint Commission (JTC) Standards, State and Federal Regulations.

Duties

Duties include but, are not limited: Oversees all functions related to healthcare providers' professional credentials supporting all divisions of the Bruce W. Carter VA Medical Center in accordance with VHA Credentialing and Privileging (C&P), Directives, VA Handbooks, Policies, Memos, and Notices; The Joint Commission (TJC) Standards and State and Federal Regulations. Responsible for working collaboratively with local and VISN leadership to identify and/or implement best practices and advising VAMC leadership of all program requirements pertaining to the Credentialing and Privileging program. Ensures quality assurance and provides oversight for the VAMC Credentialing and Privileging program. Responsible to ensure that the Medical Staff Bylaws/Rules and Regulations are reviewed and updated annually (or as needed) to reflect regulations or accreditation standards. Serves as the VAMC's Senior Technical Advisor and as the primary consultant and liaison to the VISN C&P Officer. Outlines VAMC Credentialing and Privileging program goals and objectives, identifies risks, supervises all VAMC Credentialing and Privileging employees, ensures training and education, and completes second level reviews as appropriate. Performs other C&P program related duties, as assigned. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Individual Occupational Requirements - Health System Administration Series, 0671 Undergraduate and Graduate Education: Major study -- Hospital Administration, Public Health Administration, or related fields such as business or public administration with course work in health care administration. Or, Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Or, Special Provision for In-service Placement: Individualized training plan documentation required. Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he/she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Preferred Specialized Experience: Credentialing and Privileging experience (at least 2 years) working both, LIP's and non-LIP's files. High level working knowledge of the credentialing/privileging program with in a healthcare system/hospital setting; Expertise in the use of an electronic credentialing/privileging program; Day to day management of physician, APRN, and mid-level provider credentialing/ privileging files for completion of initial appointment/reappointment requirements; Working knowledge of Medical Staff Bylaws; The Joint Commission (T JC) Medical Staff Standards, CARF Standards, and various state practice acts. Experience using national websites to purchase primary source verification of education, training, and employment. Knowledge of the National Practitioner Data Bank (NPDB), AMA, AOA, ADA, Federation of State Medical Boards, state licensing sites and certification boards for various medical specialties. Ability to manage medical staff applicants with medical malpractice claim histories and adverse license actions necessitating complex detailed verifications. Operational experience managing medical staff executive boards and related meetings; Ability to review and investigate credentialing red flags and present findings for higher level review. Experience with high reliability organizational principles and process improvement within the credentialing and privileging work environment. Supervisory experience. GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience Includes: Identifies and presents to leadership the resources necessary for accomplishing the mission and function of the facility's Credentialing & Privileging program. Utilizes credentialing systems of the credentialing and privileging process, documentation of primary source verifications, audit credentialing files, and reporting functions. Develops, modifies, and interprets performance standards and outlines and explains performance expectations to staff. Analyzes program audit results. Interprets facility quarterly report card data; researches provider credentialing requirements; identifies potential privileging issues; drafts facility Medical Staff Bylaws updates and revisions; interprets and explains new regulatory requirements, and VHA requirements, procedures and processes; contributes to development of local policies; ensures program compliance; monitors National Practitioner Databank reporting and queries results; prepares Federal and State Medical Boards reports; tracks State Licensing Board reporting; communicates telehealth provider requirements; manages VetPro access levels and training; assists with Joint Commission surveys, and Office of Inspector General and Government Accountability Office reviews. Coordinates with Service Chiefs and service level administrative teams for annual Committee(s) review of clinical privileges and scope of practice forms; reviews clinical privileges and scope of practices for accuracy, setting specific indicator and signature appropriations as required for VAMC compliance with Joint Commission Standards; updates clinical privilege forms to reflect procedures added or deleted. Coordinates with telehealth program team to ensure compliance. There is no educational substitution for the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
