The Administrative Medical Service/Community Care Lead MSA, works collaboratively in an interdisciplinary coordinated care delivery model (i.e. PACT) and in Specialty areas where he/she provides extensive training to new and existing employees assigned to the Administrative Medical Service/Community Care section. The Lead will support and enforce Veterans Administration Directives and Regulations to ensure standardization throughout the James A. Haley VA Hospital and outlying clinics.
Duties
The Lead Medical Support Assistant serves in the Administrative Medical Service Section. Major duties include, but are not limited to:
Responsible for implementation and monitoring of Hospital Policies and Procedures.
Support and enforce Veterans Administration Directives and Regulations to ensure standardization throughout the Hospital and CBOCs. This includes clinic scheduling, consults, electronic wait list, insurance card scanning, VA benefits, eligibility, registration and pre-registration guidelines.
Plays a key role in Veterans Health Administration (VHA) Network performance measures for Revenue, Customer Service, Access to Care, and overall quality.
Enforce policies to assure the protection and security of computer equipment, proper use of access codes, data and confidentiality /privacy of patients.
Develops detailed procedures and guidelines to supplement established administrative regulations and/or program guidelines.
Responsible for a full range of administrative activities to include advancing teams, training, preparing workload, and operational reports, scheduling staff, managing resources, trouble shooting, and extensive coordination between clinical and administrative services, assuring various aspects of compliance, reporting, quality assurance and budgetary initiatives are met.
Efficiently and effectively manages the patient intake and appointment management process, support the revenue cycle, as well as administratively support the clinic staff in the patient care process.
Receives and listens to complaints and grievances from patients or their representatives.
Determines legal entitlements for medical benefits by reviewing military discharge papers or other applicable documents.
Explains to patients the specific conditions or actions which could affect the individual's status or eligibility for benefits.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Proficiency. MSAs must be proficient in spoken and written English
Experience and Education:
(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2) Education. One year above high school; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: GS-7 Lead Medical Support Assistant
(a) Experience. One year of experience equivalent to the next lower grade level.
(b) Assignment. The Lead MSA [is responsible for the coordination of Advanced MSA
assignments and workflow found in an interdisciplinary unit. The Lead MSA is
responsible for daily workload assessments, assigning work, and assuring proper
staffing coverage; evaluating training records; and determining training needs of
MSAs to provide support across interdisciplinary settings. The Lead assists the unit
with complex and non-standard procedures, including clinical flow processes
related to access to care across multiple clinics, specialties, and/or community
resources. Assignments at this level include, but are not limited to: ensuring
accurate and timely scheduling of appointments; providing guidance to staff
members, to include changes in policies and procedures; creating and maintaining
employee work schedules; and acting as a liaison among Advanced MSA staff,
patients, and other interdisciplinary staff to resolve day-to-day conflicts.] For all
assignments above the full performance level, the higher-level duties must consist
of significant scope, administrative independence, complexity (difficulty) and range
of variety as described in this standard at the specified grade level and be
performed by the incumbent at least 25% of the time.
(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
1. Advanced knowledge of medical terminology and a wide range of clinical flow
processes relating to access to care across multiple clinics, specialties, and/or
community resources.
2. Ability to utilize numerous advanced patient systems in support of multiple clinics
in an interdisciplinary setting.
3. Ability to organize work, set priorities, and delegate tasks/responsibilities in
order to meet deadlines.
4. Skill in communicating with individuals to obtain the desired effect [and
coordinating with a variety of interdisciplinary care team staff].
5. Ability to provide staff development and training.
Preferred Experience: GS-7 Experience: Possess one year of experience equivalent to the GS-6 level in federal service. Examples of experience include: working within a clinical setting; knowledgeable in insurance collection, appointment scheduling and eligibility determination; able to multi-task; and experience researching, obtaining, and analyzing

The full performance level of this vacancy is GS 7.
Physical Requirements: The employee's work is mostly sedentary; however, some walking; standing, and carrying light items are required. Light filing, sometimes involving working close to the floor, is involved. Wrist and back protection can be provided to minimize the risks associated with prolonged use of automated data processing equipment.
