This career Senior Executive Service position is located in the Department of Health and Human Services (HHS) Office of Inspector General (OIG), Office of Management and Policy (OMP). The Office of Management and Policy provides management, guidance, and resources in support of OIG. OMP staff are responsible for formulating and executing OIG's budget, developing policy, and managing information technology, data analytics, procurement activities, physical space and human resources.
Duties
The Assistant Inspector General for Management and Policy (AIG-MP) serves as the Deputy Chief Financial Officer (DCFO) and reports directly to the Deputy Inspector General for Management and Policy (DIG-MP). The AIG-MP/DCFO works cooperatively and in partnership with the AIG for Information Technology/Chief Information Officer and the AIG-MP/Chief Data Officer who, along with the DIG-MP, comprise the OMP executive team. The incumbent of this position:
Oversees and provides executive direction in program areas relating to: budget; acquisition; facilities and physical security; human resources administration; management planning and analysis.
Recommends courses of action to the DIG-MP and has full responsibility and authority to determine policies, plans, goals, organization, and courses of action. Manages and directs major program functions/activities so there is consistency of operations.
Works closely with senior managers within the office, provides advice and guidance regarding their responsibilities for programs and assigned activities. Motivates subordinate managers to incorporate vision, strategic planning, and elements of quality management into the full range of their activities.
Ensures day-to-day operations are carried out efficiently and effectively and providing supervision and direction to the Directors of the Acquisitions, Budget and Financial Management, Facilities and Physical Security, and Human Resources Divisions.
In support of the DIG-MP, serves as the focal point through which all programs and projects/actions of the office receive effective central coordination and review. Decisions made include resources to be expended, the timing of major events, priority of projects and plans, and projects that should be initiated, dropped, or postponed.
Ensures that appropriate long-range planning is coordinated and accomplished, and that there is maximum and efficient use of available resources.
Assists the DIG-MP in assessing the impact of Presidential guidance, legislative requirements, and similar external factors, and in taking action to satisfy requirements and improve systems and operations to meet goals and objectives.
Represents the DIG-MP at policy-making conferences and work groups with other Departmental officials, other government agencies, and professional organizations in matters directly or indirectly impacting on assigned areas of responsibility.
In the absence of the DIG, may serve as the acting DIG-MP.

Specialized Experience Requirement. To be qualified for this position, your resume must reflect specialized experience in a leadership and managerial capacity with responsibility for providing supervisory direction to a large and diverse organization responsible for promoting economy, efficiency, and effectiveness in the administration of programs and operations on a national level and preventing and detecting fraud and abuse in such programs and operations. This experience must be evidenced by sophisticated analytical skills, superior written and oral communications skills, good judgement, and experience in interacting with government and non-government officials. Typically, experience of this nature is gained at or above GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. At this level, you would have typically been responsible for planning, directing, and evaluating work that included managing and/or supervising other managers. You must demonstrate in your resume significant achievements, increasing levels of responsibility as a manager, and a solid record of successful professional performance.
Basic Qualification Requirement. As a basic requirement for entry into the Senior Executive Service (SES), your resume must show evidence of progressively responsible leadership experience that is indicative of senior executive level management capability, and that is directly related to the skills and abilities outlined under:
1) Technical Qualifications (TQs); and
2) Executive Core Qualifications (ECQs)
Technical Qualifications (TQs) -- Mandatory; In addition to your resume, you must submit a separate narrative (3 pages maximum) addressing the below TQs:
Experience promoting a culture of innovation to drive measurable positive change while providing mission support services for a national organization. This includes outstanding communication skills to represent the organization with a variety of senior stakeholders.
Experience preparing, justifying, and managing an over half billion-dollar annual operating plan. Experience scaling or shaping an organization through a major expansion or period of significant growth.
Experience providing mission support services for a national workforce that includes budget execution, budget formulation, human resources management, and at least one of the following: facilities management, physical security, travel, and organizational policy directives.

(Competencies: partnering, political savvy, influencing/negotiating)
