This position is in NSF's Office of the General Counsel (OGC) within the Office of the Director (OD). The incumbent serves as the Freedom of Information Act (FOIA) Officer and the Privacy Act (PA) Officer, responsible for the handling of requests for information governed by the Privacy Act (PA) and related processes, as well as the FOIA and PA Team Supervisor.

Duties

As a Government Information Specialist (FOIA & PA Officer), GS-0306-14 MP, you will perform the following duties: Provide direct oversight and expert technical guidance in connection with the Foundation's implementation of FOIA and PA information access request requirements, as well as related statutes, regulations, and applicable DOJ and OMB Guidance. Provide expert advice and assistance to the General Counsel, the Chief Information Officer, and staff. Serve as the Initial Denial Authority for the Foundation. Be responsible for the processing of FOIA and PA information requests received by NSF concerning a wide variety of complex subjects. Draft, obtain General Counsel approval of, and publish all changes/additions to the NSF's FOIA and relevant PA regulations in the Code of Federal Regulations. Develop and maintain Foundation directives and guidelines for agency responses to FOIA and PA requests for information. Periodically review Foundation directives and guidance that address FOIA and PA information request matters and amend them as needed. Work directly with all Executive Branch agencies concerning FOIA and PA issues and other Executive Order information programs. Train or arrange for the training of FOIA and PA team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks. Establish and maintain NSF web sites that provide guidance to the public on the Foundation's FOIA and PA information programs. Evaluate, review, advise, coordinate, and respond to Congressional and press inquiries for documentation. Prepare, or provide expert guidance on the preparation of, reports required by law concerning the agency's FOIA and relevant PA activities. Analyze, reviews and make recommendations on proposed legislation and major case law concerning the FOIA and relevant parts of the PA, analyze their impact on how the Foundation does business, and evaluate what additional resources will be required to accommodate changes. Serve as a first level supervisor for a limited number of staff: plan and assign work; evaluate performance and training needs; make hiring decisions; resolve complaints; effect minor discipline; assess performance; etc.

Qualifications

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 Level in the federal service managing and overseeing all aspects of the FOIA and Privacy Act (PA) program information requests for an organization. Examples of specialized experience include: establishing, implementing, and/or updating organizational policies/procedures related to FOIA and PA information requests. Ensuring compliance with laws and regulations regarding FOIA & PA requirements; and serving as an initial denial authority for an organization. Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
