This position is in the Fleet Management Division, Office of General Services Management, Office of Operations and Planning, Deputy Assistant Secretary for Operations, Bureau of Administration (A/OPR/GSM/FMO), Department of State (DoS). The incumbent performs the commercial function of providing a full range of fleet-related services to DOS officials and employees.

Duties

Researches, analyzes and interprets transportation guidance, rules, regulations, DOS directives, decisions by transportation regulatory bodies, carrier tariffs, and routing guides. Reviews, evaluates, and recommends appropriate action on requests for additional vehicles, justifications for recurring dispatch vehicles, daily dispatch requests, accident, or incident reports. Create reports or summaries of fleet utilization. Monitors the execution of the transportation services portion of the Commercial Transportation Activities (CTA) contract and the DOS shuttle contract. Acts as the liaison COR and the contractors with responsibility for analyzing transportation requirements, developing, and recommending changes to assure that contract specifications are current. Determines when additional contract services are required in support of special missions, prepares supporting documentation for submission to the COR, evaluators contractor's proposal for meeting requirements.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement. Applicants applying for the GS-11 grade level MUST meet one of the following requirements: A. Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position. Examples of qualifying specialized experience include: Managing or participating in managing a transportation or traffic program involving (1) operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, (2) operating a transportation system to provide common carrier types of services to shippers, and (3) procuring common or other carriers and other transportation services to move organizations personnel, freight, and/or other commodities. Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this INCLUDED responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. In addition, Qualifying specialized experience must demonstrate the following: Experience providing vehicle fleet management support services. Experience researching, applying and interpreting federal rules and regulations governing fleet vehicle management. Experience writing in a clear, concise, organized, and convincing manner for the intended audience. i.e. reports, memos, letters, regulations, policy etc. Experience working with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations. OR B. Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M. (if related), from an accredited college or university with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position; OR C. Have a combination of graduate level education AND specialized experience (as described above), which is equivalent to the GS- 09 level in the Federal Service. This experience and education together meets 100% of the qualification requirements for this position. Combination of Experience and Education: When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience and the percentage of graduate study must total at least 100%. Note: To qualify for this position based on education, your major field of study MUST have been in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to this position Note: If you are qualifying based on education you MUST submit a copy of your college transcript(s) with your application by the closing date of this announcement, and if selected, an official college transcript will be required to verify education prior to employment. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
