Employee will be assigned to the Cooperative Studies Program, Office of Research and Development, VA Medical Center, located in Albancy, NY, supporting the Million Veteran Program (MVP): A Partnership with Veterans, which aims to create resources within VA that would allow researchers to conduct genetic research studies. The goal of MVP is to recruit one million veterans from VA Medical Centers across the nation.
Duties

NOTE: This is a TERM appointment (not-to-exceed 4 years). Term appointments are non-status, nonpermanent appointments of limited duration (more than 1 year but not more than 4). Term employees are eligible to earn leave and generally have the same benefits as permanent employees including health and life insurance, within-grade increases and Federal Employees Retirement System and Thrift Savings Plan coverage. Term appointments may be extended without further competition (up to the 4 year maximum). The appointment to a Term position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.
Duties include, but may not be limited to the following:
Manages and oversees the day-to-day activities of the MVP, including all actions related to overseeing MVP personnel, enrolling and consenting patients, the proper collection of data, and maintaining records for approximately 4,000 participants per year; and ensures proper collection and shipment of blood specimens, per MVP protocol, by local site research assistants.
Serves as primary point of contact at the site for MVP with service providers; and manages and coordinates all submissions to the VA Central Institutional Review Board and local Research and Development Committee.
Prepares reports; develops and gives presentations on MVP performance and results to local site staff and ORD staff, as requested; and collaborates with coordinating center staff to develop and implement public relations strategies.
Ensures MVP maintains compliance with all applicable regulatory concerns, including human subject protection and information security.
Utilizes effective practices to attract and retain MVP personnel, including research assistants; and works with HR as appropriate to participate in selection, performance management, and address employee relations issues.
Serves as local site point of contact for all activities related to enrollment; develops and participates in public relations activities; and develops plans for expanding recruitment efforts within IRB guidelines and MVP protocol.
Oversees enrollment of MVP participants and obtains informed consent and authorization; and ensures all enrollment activities are in compliance with regulations and protocol.
WORK SCHEDULE: Monday - Friday, 8:00am - 4:30pm.

Qualifications
ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-7 level in the Federal service. Specialized experience includes: knowledge of the principles and practices of health services research; managing research projects/programs; enrolling and interviewing patients and obtaining informed consent; compiling data; preparing reports; knowledge of research compliance and regulations; and collecting and shipping blood specimens. OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (Transcript Required) - Applicants must possess at least 2 full years of progressively higher level graduate education or master's or equivalent graduate degree or LL.B. or J.D., if related. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR
COMBINING EDUCATION AND EXPERIENCE (Transcript Required) - Combination of successfully completed graduate education and experience may be used to meet total qualification requirements.
PHYSICAL REQUIREMENTS: The work is primarily sedentary. There may be some walking, standing, bending, and carrying of light items such as pushing focus group audio visual equipment cart, paper, pushing portable laptop and printer cart and toners.
