This is a Direct Hire Authority solicitation utilizing the DHA for Certain Personnel of the DOD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is with the 88th Readiness Division, Facility Maintenance Team, Directorate of Public Works located at Fort Lewis, Washington.
Management may select at any of the grade levels announced.
Duties
Develop Regional Support Command (RSC) facility base contracts for Army Reserve Centers operation, maintenance, repair and minor construction projects.
Track and maintain facility assets, facility inventory, plant equipment inventory and databases, service orders, work orders, project financial data and invoice management in various automated systems.
Provide contract, cost estimate, economic analysis and other documentation for requested work.
Inspect facilities to determine existing conditions.
Provide expert advice to supervisors, peers and subordinates interpreting regulations, policies, manuals, and standards.
Monitor funding for maintenance and repair programs and service contracts.
Review construction plan, specifications and submittals to ensure the technical adequacy of repair and construction projects.
Conduct facility management training for all staff members.
Analyze Facility Management Specialists’ workload for the operations, maintenance, and repair of Army Reserve facilities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position may require up to 30% temporary duty travel.

This position has a basic requirement that you must meet in addition to the experience required below. The basic requirement is as follows:
Education
Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration.
OR
Experience
Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs.
Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans.
Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11
One year of specialized experience which includes: maintaining a program for operation, maintenance, repair, and improvement of facilities; assisting in the preparation of contacts and cost estimates for requested work; and providing guidance to personnel on policies and procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, GS-09.
GS-12
One year of specialized experience which includes: planning and directing a program for operation, maintenance, repair, and improvement of facilities; determining operating and maintenance requirements; and preparing contracts and cost estimates for requested work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service, GS-11.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
