This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Contracting Officer and Team Lead in the Contracts Department, Contracting Division (Code 0241) of the Naval Surface Warfare Center Dahlgren Division.

Duties

You will be responsible for acquisition planning and coordination of customer task assignments, source selection, processing contract award documentation, and award and administration of contracts exceeding the SAP threshold. You will mentor intern and career personnel, training and guiding junior acquisition professionals of varying skill and certification levels. You will assist the Division Chief with reporting requirements, ensuring timely and accurate metrics are captured and reported on behalf of the Division. You will award and administer grants, cooperative agreements, or other related instruments. You will serve as liaison between the Government and awardee organizations. You will determine awardee eligibility using formulas and methodology and established eligibility criteria, such as competitive rating factors. You will announce programs and solicit applications or proposals for funding under assistance awards. You will oversee, review, analyze, and evaluate grants/assistance applications, plans, and estimates. You will negotiate terms and conditions of grants/assistance awards to include costs, schedules, and oversight responsibilities. You will prepare, process, issue, and track grants/assistance awards and compliance with reporting requirements. You will conduct program evaluation, including monitoring and assessing awardee performance, and establishing performance measures. You will monitor, assess, and ensure awardee complies with all terms and conditions of award. You will initiate and/or recommend that an audit be performed. You will conduct resolution of audit findings or monitor audit resolution in partnership with resolution officials. You will conduct post-award reviews and analyses to identify management, financial, and administrative issues. You will ensure recipients of Federal funds comply with Government's environmental and other requirements. You will initiate, plan, and conduct surveys and studies to recommend changes to policies, procedures, and regulations. You will liaison with external customers, recipients, and awardee community to clarify, interpret, and resolve issues. You will cooperate and liaison with various Federal agencies, organizations, and academic institutions in developing, reviewing, and evaluating the impact of new statutory regulations. You will perform final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs; and ensure compliance with all regulatory and legal requirements.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain warrant authority above the small purchase threshold.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of professional contracting methods to carry out pre-award and/or post-award procurement actions. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
