You will serve as a Manager in the Contracting Division C; Contracts Department of NAVSURFWARCENDLD. You will serve as a Contract Specialist and the Division Head.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-06 is equivalent to GS-14/15.
Duties
You will serve as the Code 024 Large Contracts Division Head with an unlimited Contracting Officer's warrant and will serve as the primary business advisor to 2-4 assigned customers at the Department Head or equivalent level.
You will be responsible for awarding contracts for supplies and services in a timely manner.
You will be responsible for managing Other Transactional Agreements (OTA) and other non-FAR based requirements in support of NSWCDD and other sponsors as warranted.
You will develop and implement acquisition strategies in a Research, Development, Test and Evaluation environment to support the warfighter.
You will possess an unlimited Contracting Officer's Warrant and be authorized to execute a wide variety of contractual action, including all actions executed with Code 024 that exceed $50 million.
You will be the approving official for all actions up to $100 million with no additional oversight or review.
You will lead and serve as first-level supervisor for a division consisting of 20-25 contracting professionals, including supervising three (3) warranted NT-05 (High Grade) Team Leaders.
You will manage the workload and professional development of all of the contracting professionals assigned to Code 043, including multiple Navy Acquisition Development Program (NADP) interns.
You will serve as a member of the Code 02 Management Team (MT) and Contracts Review Board (CRB).

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NT-05 (GS-13/14 equivalent) pay band in the Federal service or equivalent experience in the private or public sector as a contracting officer or contract specialist soliciting, evaluating, negotiating, awarding, or overseeing contracts for the acquisition or procurement of equipment, supplies, or services. Examples of specialized experience may include: evaluating a contractor's capabilities; recommending or determining an acquisition strategy; conducting contract negotiations; awarding contracts; analyzing contract charges or costs to determine appropriateness or reasonableness; facilitating contract changes through the life-cycle of an acquisition; ensuring contracts comply with applicable regulations or policies.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
