Duties

In this position you will serve as Policy Analyst providing expert advice and services on matters related to the component's financial policy processes and programs that support the CBP and DHS mission. You may also serve in other functional entities of the component utilizing an expert knowledge of agency-wide financial laws, regulations, policies, programs, and operations. This position starts at a salary of $117,962.00 (GS-13, Step 1) to $153,354.00 (GS-13, Step 10) with promotion potential to $153,354(GS-13 Step 10). Major duties for this position include but are not limited to: Supporting, researching and analyzing existing, emerging and new finance related policies; and supporting the development and updating of CBP finance policy and other component and office policies that have a nexus with financial transactions. Coordinating with appropriate CBP offices and DHS Headquarters financial staff to gather and compile relevant data for benchmarking and maintaining knowledge of CBP operations that may influence financial policy; facilitating a variety of sessions, working groups, forums, and meetings by identifying and solving problems related to the created or update of financial polices. Preparing relevant documents, including drafts of policies, directives, designation memos or handbooks, resulting from meetings with CBP financial leadership for approval and signature.

Qualifications

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing plans, schedules, and conducting reviews of existing and new policies. Reviewing and evaluating a broad range of information and data regarding financial and operational activities to identify opportunities for policies enhancements. Interpreting laws, rules, regulations, decisions and other government directives and guidelines relating to financial policies and activities. Creating and documenting various meetings with organization staff and provide follow-up support and with reporting to related to on-going process of updating and developing policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 02/01/2024. Current and former federal employees may be required to serve or complete a probationary period.
