The primary purpose of this position is to serve as a management analyst on the Air Staff, providing support to the Director's Action Group and conducting analysis of a wide array of organization functions and work processes in support of the Chief, Information Dominance and Chief Information Officer (SAF/CIO A6).
Duties
Serve as a project lead; analyzes, develops, and evaluates detailed plans, goals, and objectives for daily management and long-range implementation of managerial programs. Analyzes and evaluates substantive program operations, management and organizational effectiveness, efficiency, and productivity for assigned programs. Develops and performs project and program analyses for a wide variety of tasks, and drafts courses of action; makes recommendations for appropriate program, project and policy changes. Prepares and delivers information and briefings on varying topics of interest for the organization.
Serve as Unit Reserve Coordinator, Civilian Personnel liaison, and military personnel point of contact for SAF/CIO A6 offices. Answers questions, interprets data, and researches/provides historical information, background data and recommendations on a myriad of issues. Provides recommendations to supervisors on actions, issues, etc. or refers to the appropriate office. Responds to functional requests to develop and coordinate products and set/track suspense's. Reviews and interprets data for accuracy and consistency with applicable laws, policies, regulations, instructions, and customer objectives.
Provides complex management support services for an organization(s) whose operations are interrelated. Evaluates the impact to personnel and manpower resources based on changes in regulatory and legislation requirements, long range program goals, and other critical factors to ensure mission accomplishment. Proactively keeps abreast of changes and prepares required publicity (briefings, memorandums, bulletins) to keep employees and management informed. Reviews draft regulations, directives, and other guidance and prepares recommendations and comments reflecting impact on local policy or practices. Participates with management in all aspects of managing human resource allocations, personnel, and in fiscal planning for manpower resources and is responsible for effectively integrating requirements in the annual Program Objective Memorandum (POM).
Performs substantive management reviews to promote organization efficiency. Maintains continuous liaison with other Air Staff liaisons, other service headquarters counterparts, and DoD offices. Develops and maintains organizational instructions, strategic plans, and processes. Reviews Public Laws, Executive Orders, and Air Force and DoD guidance to analyze and determine impacts to SAF/CIO A6 program operations. Negotiates with and/or advises higher levels of management on the feasibility of different approaches which provide a basis for better planning and better use of resources. Designs, establishes, and maintains information management capabilities to support SAF/CIO A6 program operations and data driven decisions.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes a comprehensive knowledge of a range of management, planning, and measurement concepts, principles, practices, and methodologies currently in use by various agencies and private industry. A working knowledge of pertinent laws, regulations, policies, and precedents as well as budget, budget priorities, impact priorities, and related support resources which affect the manpower program and the functions under study. Possess a working knowledge of civilian and military Human Resource rules, procedures, and operations sufficient to advise management, represent the organization, and execute manpower processes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of management engineering and organization principles, concepts, and methodologies, instructions, directives, concepts, procedures, guidance, and policy. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for a complex, diverse organization.
2. Knowledge of the mission, roles, functions, organizational structures, and operation of DoD and Air Force organizations to provide headquarters-level staff guidance. Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, and interpret regulations and instructions.
3. Skill in gathering, assembling, and analyzing facts, drawing logical conclusions, devising solutions to problems, identifying changes and trends, and preparing and presenting briefings and reports. Skill in conducting interviews with employees, supervisors, and management officials at installation, MAJCOM, and HQs to obtain information about organizational missions, functions, and work procedures.
4. Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.
5. Ability to effectively leverage information technology tools an develop information management capabilities to effectively communicate accurate and timely information across a large and diverse organization.
6. Ability to research, analyze, interpret and apply rules, regulations, and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This is a Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
