Duties
Serve as the Chief Operating Officer of the Market Technology Integration Office Directorate (COO MTIO) of the DHA Health Information Technology Directorate.
Perform daily tasks in support of a wide variety of engineering, information assurance, data management, asset management, and service desk functions.
Lead and influence subordinate staff toward the DHA mission, vision, values, goals and objectives.
Advise subordinates on administrative matters, determine training and travel needs, and ensure requirements are funded by the core budget.
Direct program(s) where both the scope and impact of the program(s) impact all DoD healthcare organizations worldwide; provide senior-level input to many initiatives.
Analyze new IM/IT products, mission requirements, advances in technology, compatibility, and future information technology needs to ensures identified requirements meet compatibility standards.
Act as the subject matter expert to assist with the identification, evaluation, selection, application and technical insertion of new, emerging, and existing information technologies and systems supporting health care and administrative functions.
Routinely provide all leadership groups with technical advice and guidance on technology matters, including guidance on how to effectively implement the DHA strategic IM/IT plans.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- One year trial/probationary period may be required.

Basic Requirements for the SUPERVISORY IT SPECIALIST (POLICY AND PLANNING), GS-2210-15:
Specialized Experience: One year of specialized experience which includes providing administrative oversight to subordinate staff, assisting with developing business plans and operational IT service guidance, recommending methods to improve efficiency and reliability of IT service, and representing the organization to senior-level leadership and stakeholders.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.
