The incumbent of this position serves as an Attorney-Advisor (General) providing legal advice and representation on draft opinions and orders pertaining to enforcement matters as well as provide assistance for investigations and their related issues while supporting the Office of General Counsel (GC) with administrative law matters.
Duties
This position is a GS-13 attorney-advisor position in the excepted service. This is not a career ladder position and there is no timeline associated with any potential promotion. Rather, a promotion to the GS-14 grade level may be considered depending on an employee's ability to demonstrate technical proficiency, satisfactory performance and we must have funding availability.
As a Attorney Advisor (General), GS-0905-13, you will perform the following major duties:
Draft opinions and orders in aviation enforcement and marine enforcement cases for consideration and adoption by the Board Members. This includes: review and analysis of the record, including the transcript of the hearing before the law judge, exhibits, pleadings, and briefs filed by the parties; preparing draft opinions and/or orders that are consistent with Board precedent and policy, and an accompanying notation memorandum to the board; and evaluate and respond verbally and/or in writing to questions from individual Board Members on draft opinions and orders.
Draft and research legal opinions, in response to questions prompted by the Board Members on accident investigation and related activities.
Assist senior attorneys by attaining necessary documents/information to enforce/quash subpoenas, oppose attempts to obtain, or seek relief from, court orders or court filings relating to Board investigations or Board policies.
Provide legal support at public Board accident hearings and depositions in accordance with agency rules and regulations.
Partner with senior NTSB counsel, Department of Justice and Assistant U.S. Attorneys in representing the agency in Federal court proceedings and administrative hearings.
Support the designated agency ethics official (DAEO) with briefing new and potential employees regarding standards of conduct, agency ethics requirements and guidelines, prohibited financial interests, and compliance with standards of conduct, analysis of agency acceptance of gifts of travel and financial disclosure report review.
Consult with FOIA staff, subject matter experts and agency offices concerning the application of the FOIA to responsive materials, ensuring compliance with legal requirements of the statute, agency regulations, Executive Orders, and government-wide guidance.
Complete other administrative agency matters, as assigned, such as contract support, litigation assistance, and rulemaking.

Qualifications
To qualify for this position, you must meet the following Basic Requirements:
Must possess a Juris Doctor (J.D.), or Bachelor of Law (LL.B), or Master of Law (LL.B) professional law degree from an accredited ABA law school; and be an active member in good standing of the bar of a court of general jurisdiction of a state, territory or possession of the U.S.
In addition to the above Basic Requirements, you must also possess the following specialized experience:
GS-13: You MUST have a minimum of three (3) years of professional legal experience post bar admission: Providing legal analysis of law cases, investigative reports, files or documents which would impact an organization; preparing summaries of legal cases for review by management; conducting research using Lexis or Westlaw databases; drafting legal documents that are filed in an adjudicating forum or submitted to leadership; and presenting orally legal issues or analyses.
