DUTIES: Apply engineering knowledge to review WGF, NC3, LRSO and other AFNWC MLCON and O&M facility projects, ensuring designs conform to established codes, criteria and standards. Apply advanced theories, concepts, and principles related to development or sustainment of systems for MILCON and facility modernization projects. Provide expert advice and counsel to senior leaders and key stakeholders responsible for broad program operations with an emphasis on facilities. Provide review and recommendations to infrastructure proposals for various construction and renovation projects. Collaborate with the project teams, Air Force Global Strike Command (AFGSC), Air Force Civil Engineer Center (AFCEC), US Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC) and key stakeholders regarding design and construction submittals. Support technical reviews of critical documents and designs. Lead reviews on architect-engineer and construction contractor-provided design and construction submittals. Manage multiple efforts to develop technical requirements, acquisition strategies, identify contract vehicles, and execute plans with cost, schedule, and performance constraints to fill capabilities gaps. Support development of facility deviations for areas that do not meet design requirements for nuclear certification. Brief program managers and customers on issues and risks associated with design and construction for facility essential systems. Collaborate with teams and leadership to provide decisional briefings and presentations based on data, trends and findings. HIGHLY DESIRED: Strong background in professional engineering principles and working in teams, specifically in DoD facilities engineering. Experience with Air Force design and construction processes for military construction (MILCON) and facilities sustainment, renovation and modernization (FSRM) projects is desired. Experience working with the Air Force Civil Engineer Center (AFCEC), US Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC) is also desired. 5 years DoD military construction (MILCON) program experience is highly desired. 3 years of experience using principles of systems engineering, civil engineering or facilities engineering. Experience in executing analytical studies of complex systems with strong ability to gather, assemble, analyze and interpret data and results to provide support to decision makers. Experience with Air Force Installation and Mission Support Center (AFIMSC)/AFCEC and the MILCON priority process is desired. Ability to understand and interpret building codes, facility design analyses, drawings, specifications, construction submittals. Current registration or licensure as a professional engineer in any US State or territory is desired

Requirements

  • Telework may be authorized.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise; employee must obtain and maintain Top Secret security clearance.
  • This position may require travel.
  • Locations are not negotiable. The actual duty locations available may be located on the Air Force Civilian Service website.
  • This is a drug testing designated position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participation in random drug testing.
  • Employee must meet Defense Acquisition Workforce Improvement Act (DAWIA) requirements, which includes achieving Engineering and Technical Management “Practitioner” certification category within the required timeframe after appointment.
  • This position has been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP). This is a Non-Critical Acquisition Position.
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
  • Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall.
  • Incumbent may be required to report to work during base exercises, contingencies, or emergency situations and overtime/comp time/credit hours may be required to accomplish assigned duties.

  • Subject to Temporary Duty Assignment (TDY): Approximately 30 days per year.

To qualify as an Engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Group Coverage Qualification Standard for Professional and Scientific Positions: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/0800/files/all-professional-engineering-positions-0800.pdf KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of a wide range of multidisciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced engineering theories, principles, and concepts to project development, execution, and advisory services. 2. Knowledge of development engineering methodologies sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of weapon systems, subsystems, and/or support equipment. 3. Knowledge of systems engineering practices and procedures as they pertain to sustainment, modification, logistics, and production management principles, concepts, policies, and systems. 4. Knowledge of the principles of planning and program management; of standard acquisition regulations, practices, and procedures; and of other engineering disciplines used in support of sustainment, modification, and maintenance programs. 5. Ability to devise and evaluate criteria, parameters, characteristics, and interrelationships for design approaches; to assess the impact of new technology on current systems and processes; and to gather, assemble, and analyze facts, form conclusions, and devise and recommend solutions to problems.

Education

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
