About the Position: The incumbent is fully responsible for planning, programming, justification, and administration of the entire scope of human capital strategies and data analytics programs at SDDC locations worldwide.
Duties
Develop and/or implement programs, policies, instructions, standard procedures, and guides for use by supervisors and human resource professionals
Monitor management practices, developments, changes, and theories set forth by OPM, DOD, DA, USTRANSCOM, and other military services, educational institutions, and the private sector.
Extract, integrate, organize, and analyze manpower, military, and civilian personnel data using a variety of statistical analysis methods.
Make recommendations on best practices to improve predictive analytics, data sampling, data warehousing processes, and other uses of advanced analytics and information technology.
Develop and implement dynamic data visualizations and interactive reporting to provide meaningful insight from the data.
Coordinate revisions and updates to the Agency Human Capital Strategic Plan and related agency strategic initiatives.
Perform the full range of supervisory duties and responsibilities.
Assign work based on priorities, requirements, and capabilities of employees.
Evaluate development and training needs and recommend appropriate training and development to broaden employees’ skills.
Ensure job descriptions are current and that positions are structured to ensure optimum effectiveness and economy.
Generate a variety of correspondence and documentation (e.g., formal letters, reports, staff studies, staff summary packages, briefings, and charts) relating to studies, projects, and special assignments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes (1) Developing and/or maintaining all parts of organizational strategic plans; (2) Implementing, administering and advising leadership on all required parts of the agency strategic plans; (3) Performing full range supervisory and/or leadership duties (4) Preparing written correspondence for leadership and/or Command Groups; (5) and Utilizing a variety of statistical analysis methods and/or software to provide synthesized impacts for command organizational entities relating to human capital analytics, predictions, and/or recommendations for command leadership decision making. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
