The incumbent is a member of Prosthetic & Sensory Aids Service (PSAS) within the Prosthetic Service Line. The incumbent performs direct medical supply Purchasing and Inventory Management support to the administrative and clinical services of the VA to initiate the obligation for all related requirements necessary to provide prosthetic and sensory aids services, to include durable medical equipment and supplies directly to Veterans.
Duties
Major duties include but is not limited to:
Performs complex purchasing that requires irregular research, analysis, collaboration and many other steps to ensure both best value and the most appropriate devices are purchased
Performs technical level purchasing adhering to Directives and Handbooks, VISN policy and station memorandums to acquire Veteran specific medical equipment, supplies and services based on a medical provider's clinical assessment and evaluation
Obtains all necessary procurement information to successfully submit Acquisition Plans and Procurement Packages for stock and Veteran specific needs
May be required to perform research to find alternate vendor resources to meet the needs of specific purchase situations
Independently performs the process of vetting and vendorizing following VHA Prosthetics guidelines to complete purchases for items that aren't available through established vendor networks
May be required to find additional vendor resources to meet the needs of specific purchase situations
Provides Veteran care and support services to an adult population and serves as the point of contact for external customer service inventory needs and support
Tailors the Veteran care/support services to meet the specialized need(s) of the individual patient and the clinical service it supports
Reviews for discrepancies or loopholes in lengthy specifications or statements of work that are very detailed, or otherwise difficult to understand
Evaluates many different specifications or statements of work and work with the vendor on corrections to ensure the proper piece of medical equipment is purchased
Performs routine purchasing which includes routine purchase orders on established contracts or through established vendor resources
Performs independent technical level purchasing support adhering to the Directives and Handbooks, VISN policy and station memorandums to procure rentals to meet the outpatient
medical needs of the services, all outpatient durable medical equipment and supplies,
rehabilitation equipment, mobility, and daily living aids, neuro-sensory, home oxygen,
inpatient surgical implants, and supplies
Obtains all necessary procurement information to successfully submit Acquisition Plans and Procurement Packages for stock and Veteran specific needs
Follows up action on the status of all these orders is required weekly until purchased and direct patient care is completed
Displays a positive image and be highly motivated to seek ways to expedite patient processing
Deduces from written prescriptions or oral requests what items or services are needed and/or conduct follow up information requests to the initiator to clarify the medical need or device specifications, based on the Veterans medical evaluation
Obligates purchase orders for equipment and/or supplies, or the rental of services within 30 working days
Performs simplified purchases to include reviewing for proper purchase hierarchy which can include open market purchases
Monitors, receives, tracks, interprets, and analyzes Prosthetic Consults, and prescriptions for items, services and home medical equipment from physicians, therapists, medical center personnel, Veterans, or their representatives
Other related duties as assigned
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement.
For a GS-05 position Applicants may be advanced without time restriction to positions up to GS-5 if the position to be filled is no more than two grades above the lowest grade the employee held within the preceding 52 weeks under his or her latest non-temporary competitive appointment. For this position, GS-5 applicants must have held at least a GS-3 level position.
For a GS-06 position you must have served 52 weeks at the GS-05.
For a GS-07 position you must have served 52 weeks at the GS-06.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-05 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing administrative duties in a healthcare setting; reviewing and working with patients' medical records; completing training or assisting in routine and complex specialized purchases for clinics including medical equipment, prosthetic and orthotic appliances; utilizing computer software programs; and communicating with internal and external customers via various methods. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college, or university. Transcript Required . OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond beyond beyond the second year, 60 semester hours. Transcript required.
GS-06 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: interpreting prescriptions and requests for medical equipment and services; maintaining regular contact with vendors, contractors, medical center professionals and staff; utilizing a variety of databases and computer systems; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports.
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: utilizing electronic contracting databases or systems, submitting plans and procurement packages to contracting offices; interpreting and analyzing prescriptions and requests for medical equipment and services; maintaining regular contact and resolving issues with vendors, contractors, medical center professionals and staff; purchasing equipment, supplies and services using an agency/organization purchase card; and reconciling charges and preparing and submitting reports.
Preferred Experience:
GS-6: 1 year of federal/govt purchasing experience
GS-7: 2 years of federal/govt purchasing experience

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is primarily sedentary when conducting purchasing functions for PSAS. However, while conducting inventory management functions, the incumbent may work comfortably in a warehouse environment, sitting, standing, walking, bending, lifting, carrying, retrieving and managing inventory. Prolonged periods of working at a computer terminal is required. Ability to retrieve equipment from a storage room is required. Climbing associated with stocking of equipment and other items in storage areas is necessary. Incumbent may carry/lift items weighing up to twenty-five (25) pounds. Normal safety precautions are adequate. The work involves moderate discomfort when visiting sites away from the office. At times, the employee may be required to wear protective clothing when visiting the Prosthetic and Sensory Aids Fabrication Laboratory. Often, walking between the main medical center and other parts of Prosthetics to conduct professional duties.
