This position is located in the Department of Homeland Security, U.S. Coast Guard, Department of Logistics, Health, Safety, Work Life Department at Base Alameda, Alameda, CA.

Duties

As a Victim Advocate Program Specialist (VAPS), you will provide a wide range of essential support and advocacy services, training and education, response, reporting and follow up for sexual assault matters.  You will serve in a pivotal role from day one providing compliance support for victims of sexual assault through advocacy and resource information.  The purpose of the position is to serve as the primary initial point of contact for victims of sexual assault and to assist victims through advocacy and resource information.

  • This position requires travel.

Qualifications

Basic Requirements  Degree: behavioral or social science; or related disciplines appropriate to the position. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. IN ADDITION TO THE BASIC QUALIFICATIONS ABOVE: You qualify for the GS-11 grade level if you possess one of the following: (A)  One year of specialized experience at the GS-09 grade level that demonstrates: Assisting the SARC with the development and coordination of District SAPRR public awareness campaigns and local events, such as Sexual Assault Awareness Prevention Month (SAAPM). Assisting the SARC with incident data collections and reporting requirements routinely reportable through the HSWL SC to the SAPRR Program. Training Commands, District Victim Advocates, and others as requested utilizing standardized SAPRR curriculum, policy, TTP, etc. promulgated by the SAPRR Program. OR  (B) 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR  (C) A combination of successfully completed 2 years beyond the Masters education and experience. This will be calculated using your resume and unofficial transcripts submitted with your application. Specialized experience is experience that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically related to the work of the position to be filled. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
