This position is located within VISN 2 Network Fiscal service for Syracuse VA Medical Center. The Supervisory Accountant provides direction for the day to day functions within Syracuse for Accounting, Agent Cashier, and Payroll. Performs financial audits by examining accounts and financial records for certifying o attesting that the financial statements fairly represent the
financial position of the organization as of a predetermined date.
Duties
Major duties include but are not limited to:
Supervisory Responsibilities: 30%
Supervises a group of employees performing work from the GS-5 to the GS-7 level in the areas of financial accounting, Agent Cashier and payroll duties.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Supervises, plans, and directs the functions and overall personnel management activities, including positions and pay, selection or participation in the selection of subordinate employees.
The incumbent provides on the job training to new staff and establishes performance measures for the Payroll, Accounting Technicians and Agent Cashiers.
Ensures employees are informed, counsels employees when necessary or requested, and administers constructive discipline.
Reviews and advises on complaints and grievances and promotes safe working conditions.
Accounting Responsibilities: 40%
The incumbent facilitates the processing of payments for supplies and services recurred to all facilities throughout the VISN 2 Upstate region. Validates a variety of accounting data that is entered into general ledgers and financial reports.
Incumbent is responsible for reviewing, preparing and auditing financial statements for financial activity across the VISN.
Validates a variety of accounting data that is entered into general ledgers and financial reports.
Analyzes and verifies financial statements and reports prepared in the Accounting Section to ensure their accuracy and validity and release by due dates.
Accountant is responsible for providing VISN Accounting assistance ensuring that the VISN's financial statements are accurate.
Designs, implements and controls procedures for processing the disbursement of government funds to vendors, employees and patients, ensuring compliance with all VA directives and policies.
Directs the operation and maintenance of the general ledgers involving Analyzes processes, procedures, and guidelines, and modifies existing processes or develops new procedures and SOPs as needed to resolve identified accounting problems and/or facilitate improved accounting practices.
Gathers information and analyzes the details of work processed and procedures that need to be reflected in the accounting system.
Evaluates accounting systems and their involvement with the receivable systems, advance, cash advance and agent cashiers for the VISN to determine the need for revisions or new VISN processes.
Interprets various appropriations, allotment restrictions, accounts, and financial reports for staff, operating officials and management and advises them of the proper appropriations or funds chargeable and proper documentation and method to be used for obligation of funds.
Payroll Office Oversight: 20%
Resolves payroll issues that reach the incumbent's level.
Monitors staff coding in the PAID system and facilitate processing within DFAS guidelines.
Ensures that Payroll staff is timely processing transactions in the multiple payroll systems and timely resolving employees' questions and inquiries.
Agent Cashier Oversight: 10%
Responsible to ensure that Agent Cashiers and alternates are trained and that there is sufficient coverage.
Responsible to ensure that Agent Cashier policies and regulations are adhered to.
Responsible to ensure that there is sufficient cash available at all times and that the agent cashier funds are daily balances.
Responsible to ensure that all daily and monthly reports are completed accurately and on time.
Work Schedule: M-F 8:00AM - 4:30PM
Telework: as determined by the agency policy.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Requirements:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Professional knowledge of accounting theories, practices, methods, and techniques, auditing, and knowledge of organizational practices, policies, and programs to independently plan and perform all assignments including investigations of improper activities, accounting audits of all accounting systems and reconciliation for VISN level accounts that may, or may not, be broken down to the Medical Center individual accounts. Knowledge of governmental accounting operations and requirements to independently perform a variety of assignments. Develops and maintains processes for accounting processes including Agent Cashier, processing of payments and accounting consolidation. Ability to analyze accounting systems or to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems. Knowledge to advise higher level managers on new fiscal and/or accounting requirements, mandated policies, the interpretation of statistical reports, and makes recommendations on accounting issues. Ability to interact with other employees to implement revised policies and procedures, to discuss changes relating to the automated accounting system, and/or to coordinate necessary training in connection with revised operations or system changes. Ability to write letters, memoranda, and operating procedures, directives, and/or guides to convey information relating to the accounting process.
