This position is located within VISN 2 Network Fiscal service. The employee serves as a Supervisory Accountant for Syracuse. The Supervisory Accountant provides direction for the day to day functions within Syracuse for Accounting, Agent Cashier, and Payroll. The Payments Program is the primary focus of the Syracuse section of VISN 2 Financial Operations.

Duties

Major Duties: Supervisory Responsibilities (30%) The incumbent supervises a staff of employees to accomplish the work of the organizational unit. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Supervises a group of employees performing work from the GS-6 to the GS-7 level in the areas of financial accounting, Agent Cashier and payroll duties. Supervises, plans, and directs the functions and overall personnel management activities, including positions and pay, selection or participation in the selection of subordinate employees. The incumbent provides on the job training to new staff and establishes performance measures for the Payroll, Accounting Technicians and Agent Cashiers. Prepares instructions and guidance for staff in the implementation and operation of accounting procedures/programs. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Accounting Responsibilities (40%) Incumbent is responsible for reviewing, preparing and auditing financial statements for financial activity across the VISN. Analyzes and verifies financial statements and reports prepared in the Accounting Section to ensure their accuracy and validity and release by due dates. Accountant is responsible for providing VISN Accounting assistance ensuring that the VISN's financial statements are accurate. Designs, implements and controls procedures for processing the disbursement of government funds to vendors, employees and patients, ensuring compliance with all VA directives and policies. The incumbent facilitates the processing of payments for supplies and services recurred to all facilities throughout the VISN 2 Upstate region. Validates a variety of accounting data that is entered into general ledgers and financial reports. Directs the operation and maintenance of the general ledgers involving Analyzes processes, procedures, and guidelines, and modifies existing processes or develops new procedures and SOPs as needed to resolve identified accounting problems and/or facilitate improved accounting practices. Evaluates accounting systems and their involvement with the receivable systems, advance, cash advance and agent cashiers for the VISN to determine the need for revisions or new VISN processes. Payroll Office Oversight (20%) Resolves payroll issues that reach the incumbent's level. Acts as liaison between Payroll and Human Resources. Monitors staff coding in the PAID system and facilitate processing within DFAS guidelines. Ensures that Payroll staff is timely processing transactions in the multiple payroll systems and timely resolving employees' questions and inquiries. Agent Cashier Oversight (10%) The supervisor is responsible to ensure that Agent Cashiers and alternates are trained and that there is sufficient coverage. The supervisor is responsible to ensure that Agent Cashier policies and regulations are adhered to. The supervisor is responsible to ensure that there is sufficient cash available at all times and that the agent cashier funds are daily balances. Work Schedule: Monday through Friday 8:00am-4:30pm Telework: Available Position Description Title/PD#: Supervisory Accountant/PD20019O Physical Requirements: The work is principally sedentary. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Basic Requirements: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include oneof the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. GS-11 grade level: One year of specialized experience equivalent to the GS-09 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Utilizing established accounting standards to compile, analyze, and summarize accounting data resulting from day-to-day accounting operations, maintaining the integrity of financial accounts and preparing financial statements and/or reports in accordance with policies, procedures, and regulations. OR Applicants may substitute education for the experience required for the GS-11 level. 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
