This position falls under the organizational chart of the Chief of Staff Office, VAMC Northport supervised by the Women's Health Program Manager. The incumbent is the program specialist responsible for the ongoing planning, development and management of the administrative operations related to mammography, maternity, gynecologic oncology services Non-VA Care, Tricare, CHAMPVA, research and academic programs within the Women's Health Program.

Duties

Develops programs to ensure that quality provisions are planned, created and implemented to identify, prevent and correct unsatisfactory conditions and elements which influence the regulatory correctness and responsiveness of transactions and services. Develops training materials, presentations and information packages for the agency's quality management program. The incumbent will run women's reports, including numbers of mammographies, pap smears, and follow-ups. Responsible and accountable for the provision of direct and indirect coordination and delivery of services to a culturally-diverse, highly vulnerable female veteran patient population. Develops reporting procedures, sampling techniques, and measurements at various points in the transaction process or business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Serves as an interface for outside study scheduling from Magee Women's Hospital. Authorizes and organizes the paperwork for needed second opinions of pap smears or biopsies to be sent to Magee Women's Hospital. Coordinate fee-basis approvals for mammographies, ultrasounds, biopsies, and surgery consultations, as well as other services. Establishes a system to assure seamless care, including transitions between primary care and off-site care. Participates in the planning and conduct of special projects or studies to analyze, evaluate, and provide recommendations on administrative issues. Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/14/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Thorough and in-depth knowledge of directives, regulations, policies, and procedures, performance improvement measures, and program goals governing the 4 VAPHS and the Women's Health Program Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature Knowledge of the theory and principles of management and organization including administrative practices and procedures common to organizations Ability to use qualitative and quantitative analytical techniques, including Excel and other computer software programs and operating systems to plan, prepare, analyze, report, display and develop statistical analyses of Women's Health data; Skill in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures Knowledge of JCAHO standards, mandatory training requirements, training program needs ,and procurement procedures which includes tracking special funding monies used for procurement for the program in addition to managing government purchase cards and program fund control points An understanding of the special needs of the veteran requiring mammography referral services, pap smear testing, and DEXA Computer knowledge necessary for making and canceling appointments with the contracted mammography imaging centers; for making and canceling requests in CPRS/VISTA; for executing mailman menu, order entry menu, the patient data view, radiology menus, and terminal/location menus Thorough knowledge of VA rules and regulations regarding distribution or disposal of images outside, as well as inside, the medical center. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, or small parts. No special physical demands are required to perform the work.
