This position is located under the United States Department of Labor (DOL), Employment and Training Administration (ETA), San Francisco Regional Office. This position is inside the bargaining unit.

Duties

Duties for this position include: Develops expert knowledge of Employment and Training Administration (ETA) programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Provides technical assistance and training to grantees in planning, operation, and management of their grant performance. Designs and provides performance management training on the rules and requirements governing the various workforce development programs administered by ETA. Creates methods and procedures for the collection, analysis, and reporting of data, including data related to grant financial and performance reporting, and information impacting grant performance such as labor market information, economic trend data, and participant characteristics. Conducts assessment of grantee data systems and data validity and analyzes a variety of qualitative and quantitative data to support and improve the overall operations of the agency. Conducts quarterly desk reviews of grants (i.e., in-depth performance analysis of grantee quarterly progress and fiscal reports). Anticipates, identifies, and provides suggested solutions for problems that arise and conducts risk analyses of grants. Conducts on-site compliance monitoring reviews and Enhanced Desk Monitoring Reviews of grantees to: evaluate the grantee's progress towards meeting the goals specified in the grant agreement. Assess the quality of the program and services; ensures that grant activities are being conducted in compliance with the grant agreement and applicable Federal regulations. Participates in internal and external meetings and conducts training on an as-needed basis. Serves as facilitator for internal teams composed to conduct analyses projects. Prepares highly complex monitoring reports upon the completion of a monitoring review.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.

Qualifications

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level of GS-12 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience at the GS-13 level includes three of the following: 1. Analyze and/or track performance data, related to Employment and Training Administration (ETA) funded grant programs. 2. Interpreting, and reporting on a variety of qualitative and quantitative data related to grants, contracts, or other programs to identify opportunities for improvement to provide technical support to grantees/customers. 3. Ensuring ETA-funded grantees deliver development of model tools to determine if ETA-funded grantees achieve negotiated performance outcomes and are operating in accordance with, negotiated performance outcomes, and operate following programmatic, administrative, and budgetary requirements. 4. Providing technical assistance and training to ETA funded grantees in planning, operation, and management of grant requirements.
