This position is located at Departmental Offices, Terrorism and Financial Intelligence-Terrorist Financing and Financial Crimes (TFFC). As an Operations Specialist, you will report to the Director of TFFC's Business Office. This position will work to improve the daily operations for the office by providing advice and recommendations for office-wide operations, budget, procurement, travel, human resources, information technology, and space.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Operations Specialist, you will: - Assist the Assistant Secretary in the day-to-day management of the operations of the office. - Analyze the administrative operations of the office to determine present workflow, procedures, and productivity. - Establish and execute the office's administrative policies and maintaining official organizational records to ensure program effectiveness. - Adapt analytical techniques and evaluation criteria to develop or modify administrative work methods, approaches, or procedures. - Develop and coordinate responses to requests for administrative, technical, or programmatic information, often dealing with complex, time-sensitive and confidential matters; and perform research necessary to provide background information and/or verify facts.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized experience for the GS-12: You must have one year of Specialized Experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: - Demonstrated working experience independently performing analytical duties in support of planning, development, evaluation and decision-making affecting administrative and operational aspects of office-wide operations; AND - Providing advice and assistance on overall division management matters such as work-flow, records management, training, and/or enhanced document production; AND - Providing guidance to upper-level management on personnel, human resources, administrative, and organizational issues related to mission requirements. Specialized experience for the GS-11: You must have one year of Specialized Experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Specialized experience for this position includes: - Performing analytical duties in support of the planning and development of administrative or operational aspects of a program; AND - Analyzing problems and providing recommendations/communications to management; AND - Providing guidance to upper-level management on personnel, human resources, and administrative issues related to mission requirements. OR You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related. OR You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Specialized experience for the GS-9: You must have one year of Specialized Experience at a level of difficulty and responsibility equivalent to the GS-7 grade level in the Federal service. Specialized experience for this position includes: - Performing analytical duties in support of the administrative and personnel/staffing aspects of a program; AND - Providing guidance to upper-level management on personnel, human resources, and administrative issues related to mission requirements. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.OR You may qualify by a combination of successfully completed graduate level education and specialized experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-12, you must have been at the GS-11 level for 52 weeks. For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
