Duties
The Deputy Division Chief-Supervisory Human Resources Specialist plays a pivotal role in ensuring the seamless functioning of the division by leveraging strong expertise in recruitment and placement, delegated examining, merit promotion, as well as related staffing activities and other human capital areas. The incumbent provides advisory and consultative services to internal and external stakeholders; analyzes significant human capital issues and problems; and develops expert-level recommendations for a comprehensive Federal human capital management program in alignment with the global mission of the United States Secret Service.
Duties:
Ensures policies are implemented in accordance with agency goals and objectives and are aligned and consistent with management objectives. Monitors work, identifies and resolves problems, assesses overall effectiveness, efficiency, and productivity. Implements standardized practices and principles for incorporating employee engagement and career development strategies within program segment.
Provides consultant advice and guidance to internal and external stakeholders regarding program policies, procedures, and practices impacting the human capital programs.
Provides applicable information to stakeholders on assigned human capital programs and implementation and execution. Identifies and promotes awareness of problems/challenges associated with projects directed toward program and/or other interrelated programs.
Participates in human capital program/project reviews assessments and coordinates changes to ensure that outcomes are achieved. Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives.
Oversees the evaluation and quality assurance of human capital operational programs and implementation of automated systems.
Advises senior level stakeholders on program management planning; proposed budget formulation; financial management execution; management analysis; project management; resources allocation; and administrative operations.
Communicates and disseminates program information, using innovative and diverse methods to internal and external stakeholders regarding program status in all life cycles.
Provides briefings, analyses, metrics/analytics, and reports on human capital programs and issues.
Serves as the lead and/or program manager on special projects assigned by senior level leadership that impact human capital programs in fulfilling the agency mission and enhancing program efficiency.
Requirements
- Must be a current permanent Federal employee
- Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
- Must NOT have any pending/outstanding disciplinary actions
- Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
- Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
- The program does not apply to members of the Military service or contractors.
Qualifications
Qualifications required:
Experience supervising and managing human resource operations and personnel programs.
Knowledge of recruitment and staffing and related HR programs and policy guidance.
Excellent oral and written communication skills.
Ability to foster teamwork, communication, and maintain productive relationships across the organization and with internal and external customers.
Ability to manage, organize, and prioritize multiple and concurrent programs and projects.
