This position is located in the Office of the Deputy Assistant Secretary for Global Media in the Bureau of Global Public Affairs (GPA). GPA caries out the Secretary's mandate to articulate the foreign policy of the United States and to communicate with and engage U.S. and global audiences.
Duties
Exercises a high degree of judgment and independent thinking on whether official capacity communication requests have been adequately coordinated amongst lateral stakeholders prior to coming to the GPA Review platform.
Establishes and maintains effective working relationships with all stakeholders within and outside of the Department.
Applies a mastery of qualitative and/or quantitative methods to assess and improve the effectiveness of GPA’s communications review program and processes.
Develops detailed plans, goals, and objectives for the long-term effectiveness and efficiency of GPA’s review process by establishing criteria for gauging the effectiveness and/or efficiency.
Serves as a GPA Representative on Task Forces created during crisis situations.
Assist in planning, collecting, analyzing, and synthesizing data related to aggregating and mapping GPA reviews request.
Drafts Action Memorandums for the Assistant Secretary recommending interventions to address personal capacity publications when appropriate.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience working closely with representative of the domestic constituencies to evaluate specific needs.
-Experience applying qualitative and/or quantitative methods for the analysis of established programs, and project management workflows.
-Experience conveying complex information to diverse audiences.
There is no substitute of education for specialized experience for the GS-13 position.
