This position is located in the Care in the Community Service, at the Mann Grandstaff Veterans Affairs Medical Center (MGVAMC), Spokane, WA.
Duties
Oversees operational and organizational management of Community Nursing Home, State Veteran Home payment processing and reconciliation.
Estimates and tracks costs for care using VISTA, Oracle Health, Tri-west, and Austin Financial Support Center.
Assists representatives from fiscal and Community Care services in the execution of budget plans for MGVAMC Community Care consult management fund control points and obligations.
Possesses knowledge of the major issues, program goals and objectives, work processes, standard operating policies, special operating procedures, and administrative operations of the Community Care Services, Care Coordination and Fiscal operations.
Possesses knowledge of the Mission Act, Authorized Non-VA care (38 USC 1703); Unauthorized (38 USC 1728); Millennium Health Care Act (38 USC 1725) and Medical Center Directives on invoice reconciliation.
Maintains a broad understanding of related programs and how they impact the local, network, and national Office of Community Care and Community Care activities function.
Generates in-depth reports for Community Nursing Home and State Veteran Home in order to analyze data and meet VISN, national suspense and census tracking Responds to data requests and suspense from various internal and external agencies regarding Community Care program analytics in a timely manner.
Identifies a need for and knows where or how to gather information and organize and maintain information or information management systems.
Responds to data requests and suspense from various internal and external agencies regarding Community Care program analytics in a timely manner.
Meets the needs of customers while supporting VA missions. Consistently communicates and treats customers (Veterans, their representatives, visitors and all VA staff) in courteous, tactful, and respectful manner.
Establishes and maintains relationships with individuals at all levels in the organization in order to communicate and disseminate information which results in an understanding of the agency's mission and goals.
Communicates effectively, oral and written, with internal and external customers in order to provide exemplary customer service.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements within 30 days of the closing date of this announcement, 02/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-07 position you must have served 52 weeks at the GS-05.
For a GS-09 position you must have served 52 weeks at the GS-07.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implement and manage a program's effectiveness and efficiency; obtain, organize, file and track reports, correspondence, and numerical data for the use in preparing status reports, briefings and presentations; research, analyze and develop recommendations for process improvement; provide excellent interpersonal and communication skills to staff. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. (TRANSCRIPTS REQUIRED) OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education. (TRANSCRIPTS REQUIRED)
GS-09 Requirements:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implement and manage a program's effectiveness and efficiency; obtain, organize, file and track reports, correspondence, and numerical data for the use in preparing status reports, briefings and presentations; research, analyze and develop recommendations for process improvement; provide excellent interpersonal and communication skills to staff; prepare budget and cost analysis reports; track trends and produce statistical reports on data; familiar with Microsoft Office products including Excel spreadsheets and SharePoint platforms. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. (TRANSCRIPTS REQUIRED) OR,

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required, such as lifting papers, notebooks, keyboarding and manuals, less than 15 pounds.
Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel for meetings at off-site leased property locations.
