The incumbent serves as a Supervisory Management Analyst in the Income Verification Division of the HEC and is responsible for providing leadership and supervision to a unit consisting of Legal Administrative Specialists (Contact Representatives) and administrative support staff.

Duties

Provides technical and administrative direction to unit employees resulting in the efficient accomplishment of work. Determines educational and training needs for the unit and is responsible for ensuring that the proper resources and training have been provided to unit employees in order to achieve established goals and objectives. Coordinates needed training with others. Plans, schedules, and assigns work to be accomplished by subordinates, realigning priorities as necessary to support internal and external business requirements and operation objectives. Approves and disapproves leave. Re-assigns employees to meet fluctuating workloads and changing demands. Develops performance standards and evaluates the performance of subordinate personnel. Provides advice, counsel or instruction to employees on both work and administrative matters. Recommends approval, rejection or action on promotions, reassignments, selections, awards, and disciplinary issues. Hears, investigates, and resolves employee complaints, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager. Evaluates staffing and equipment requirements, recommends appropriate procedures and quality standards to use in the Unit. Assesses work measurement methods and productivity reports of unit staff to ensure consistency with IVD processes and goals. Shares information with Division management and supervisors to promote consistency and involvement. Performs other duties as assigned. Work Schedule: Monday-Friday 7:00am-5:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/30/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative personnel. Aware of major issues, program goals and objectives, work processes, and administrative operations of the IVD and the HEC organization and the inter-relationship between VA and VHA mission, programs, and goals. Knowledgeable of laws, regulations, policies and precedents which affect the use of program and related support resources in the area studied, including Public Law related to Veteran health services, Code of Federal Regulations, US Codes, agency quality assurance policy statements, program directives, VHA Directives, VHA Handbooks, VHA Manuals, VHA Memorandums Skilled in computer applications i.e. Word, Excel, PowerPoint, Lync, Enrollment Database (EDB) and Enrollment System (ES). Prepare & present presentations based on audience need along with effective communication both in writing and verbally. Coordinating and leading meetings with team members, executive leadership, and external customers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Ability to Lead or SuperviseAnalytical ReasoningCommunicationOrganizational Performance Analysis Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
