The position is at the full performance level and is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), at the Phoenix VA Health Care System (PVAHCS, VA Medical Center (VAMC) in the Medicine Service. The primary purpose of this position is the coordination of Medical Resident rotations of the Medical Service within the Phoenix VA Healthcare System.

Duties

Major Duties: Direct Administrative Supervisory of Personnel Support Staff The incumbent provides technical and administrative supervision of 5 administrative support staff comprised of (5) GS-0301-07 Program Support Assistant (PSA). The incumbent oversees the daily operation of employees working within the Medicine Service Subspecialty sections. Ensures that agency policies and priorities are being followed; develops performance standards; and evaluates work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbent carries out Equal Employment Opportunity policies and program activities. Non-Supervisory Duties The incumbent is responsible for planning, organizing, coordinating, implementing and data collection for Internal Medicine Program for Residents rotating regularly through our Hospitalist Wards, Intensive Care Unit, and Medical Specialties. This incumbent serves as an acknowledged and trusted program resource for Medical Residents & Interns, Faculty, and/or Support Staff. Provides support for the Internal Medicine Residency Program for Banner University Medical Center Program (BUMCP), Mayo Clinics, Honor Health, Abrazo Central, Alta Dermatology and any additional affiliations approved by the Chief of Medicine. Support includes Program Directors from several affiliated residency programs, Associate Program Directors, Junior Faculty, and House Staff, and working closely with the several VA entities including the Education Department, Clinical Applications Coordinators, Office of Information & Technology, Human Resource and Medical Staff Office. Administrative Duties Responsible for creating schedules, updating changes and ensuring accuracy, and onboarding for Interns and Medical Residents in these programs: Internal Medicine including Categorical, Preliminary, Medical/Pediatrics, Family Medicine and Psychiatry. This includes the following: yearly schedule! monthly schedule which includes; call, night float, shift assignment rotations, as well as coordinate with the electives the Medical Residents attend. Manage time off request from Junior Faculty. Additional requests from Medical Residents include Attending Physician or Intern/Medical Resident requests. Update all Medical Residents, Attending Physicians and other program Intern/Medical Resident schedules in the VA on-call system and help with assigning on- call on BUMCP web based program called Amlon. Add new staff, update contact information, train House Staff on the use of all VA and BUMCP computer programs. Special Projects Plans and/or accomplishes special projects. Uses standard approaches to perform a variety of duties related to special projects involving administrative or support issues. Conducts extensive research and compilation of data from diverse sources. Extracts and assembles information, conducts analysis and develops reports or presentations. Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance. May conduct classroom or other group-setting instruction. Work Schedule: Monday-Friday, 0800-1630 Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/05/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-08. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-08 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience may have been gained in administrative, professional, technical, investigative, or other responsible work.. You will be rated on the following Competencies for this position: Administration and ManagementCustomer Service (Clerical/Technical)Information ManagementInterpersonal Skills Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Preferred Experience: Experience in planning, organizing, coordinating, implementing and data collection for Internal Medicine Program for Residents rotating regularly through Hospital Wards, Intensive Care Unit, and Medical Specialties. The Medical Residency Coordinator provides administrative support to the Site Residency Program Manager and Site Program Director of the residency, Chief Residents, and provides support to faculty, residents, and fellows. Support includes Program Directors from several affiliated residency programs, Associate Program Directors, Junior Faculty, and House Staff, and working closely with the several VA entities including the Education Department, Clinical Applications Coordinators, Office of Information & Technology, Human Recourses and Medical Staff Office. Must be able to handle multiple tasks at once and work in several scheduling\ templates at the same time using VISTA, Microsoft Office and Physician Scheduling databases. The position creates and manages schedules for over 100 Medical Residents, multiple Chief Residents (Junior Faculty and over 20 VA Faculty. Tracks the progress of Medical Residents to ensure they are meeting professional and/or rotational competency requirements. Requires attention to detail to completed all scheduling tasks with accuracy. Serves as Primary PIV Sponsor and as primary Automated Data Processing Application Coordinator (ADPAC) for the for the Medical Residents Experience as a Supervisor, providing supervision to a staff of 5 Program Support Assistants. Physical Requirements: The work is primarily performed in an office setting or training environment which includes sitting, standing, walking, carrying of light items, and operating a computer.
