Duties
Provide interpretation/guidance/leadership/implementation for the development of planning efforts such as Environmental Impact Statements, and amendment Environmental Impact Statements and Environmental Assessments specific to District programs.
Utilizes a full range of practices of land use planning as they relate to recreation, wildlife, wilderness, fire management, forestry, range, minerals, and cultural resources activities in evaluate and interpret field office needs.
Plans, organizes, and assists district offices with Environmental Impact Statement (EIS), Amendment Environmental Impact Statement, Environmental Assessments, and Amendment Environmental Assessments.
Coordinates the development and accomplishment of implementation strategies for planning and National Environmental Policy Act (NEPA) with other federal, state, and local agencies as well as public interest groups.
Schedules inter-agency and public meetings, recording comments, initiating responses and systematically ensuring that the specified public input regulations are meet.
Serves as spokesperson for the RMP/EIS and is responsible for all public contacts. Schedules meetings, recording comments, initiating responses and systematically ensuring that the RMP/EIS meets specified public input regulations.

Qualifications

For GS-09: I have one (1) year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as experience with land use planning and multiple function areas under National Environmental Policy Act (NEPA); working as part of an interdisciplinary team with more senior planning specialists to perform planning and NEPA document components; coordinates land use planning efforts with local, state, and federal agencies, insuring compliance with all applicable laws and regulations; OR I have a master's or equivalent degree or 2 full years of progressively higher-level education leading to such a degree; OR I have an equivalent combination of education and experience.
For GS-11: I have one (1) year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as experience with land use and multiple use resource management planning or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and National Environmental Policy Act documents to ensure accuracy and compliance with applicable laws and regulations; developing public land-related planning strategies and procedures, professional writing, and policy development; OR I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR I have a combination of education and experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: The individual works primarily in an office setting at this level. There may be some walking, standing or bending. There is some infrequent field work in this position, therefore, the individual may on occasion be required to walk or ride vehicles or horseback over rough terrain, and perform duties that require recurring bending, crouching, stooping, reaching or lifting. Work may also include lifting of moderately heavy items, such as equipment and samples and boxes of files.
Work Environment: The work is performed primarily in an office setting for long hours and under tight deadlines. However, when necessary to complete the work, there may be outdoor exposure. Outdoor exposure requires some discomfort in extremes of temperature or inclement weather.
Education
This position falls under the Miscellaneous Administration and Program Series, 0301; There are no Individual Occupational Requirements (IOR) for this series.
This position allows for education to be substituted for specialized experience (see qualification section for education requirements). If using education to qualify - You MUST submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
