Position may be filled as a Temporary Promotion by a current permanent Army employee. Temporary promotions may be extended up to a maximum of five years and may be made permanent without further competition.
Duties
Plan, coordinate, integrate and/or oversee Equal Employment Opportunity (EEO) projects and studies.
Identify policies, procedures, practices, and conditions that are barriers to EEO or that are correlated to adverse impact for any EEO group.
Maintain contact with organizations and professional consultants in-order to establish and maintain effective two-way communication, advice exchange and recommendations on EEO program plans.
Develop agency program guidance for Equal Pay Complaints, Compensatory Damages Act of 1991, Program for Individuals with Disabilities, and other programs.
Provide advice and policy guidance to subordinate Districts in assigned areas and on all aspects of the development and implementation of their affirmative employment plans (AEPs).
Review Districts assuring adequate data collection and analysis, planning, monitoring, accountability, and reporting.
Process all formal complaints and request for investigations from the Investigation and Resolution Division (IRD).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a SECRET security clearance.
- Position requires temporary duty travel up to 20% of the time.

Specialized Experience: One year of specialized experience which includes planning, coordinating, integrating and/or overseeing Equal Employment Opportunity (EEO) projects and studies; identifying policies, procedures, practices, and conditions that are barriers to EEO or correlated to adverse impact for any EEO group; providing expert advice, assistance, and instruction to subordinate EEO offices; reviewing districts assuring adequate data collection and analysis, planning, monitoring, accountability and reporting; and processing all formal complaints and requesting for investigations from the Investigation and Resolution Division (IRD). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
