About the Position: Winchester, a city of 30,000, is located in the beautiful Shenandoah Valley 70 miles northwest of Washington, DC. Upon completion of appropriate training and time in grade requirement, incumbent may be noncompetitively promoted to the next grade.

Duties

Serves as an Equal Employment (EE) Specialist, responsible for performing all EE functions for assigned organizations. Serves as the special emphasis program manager, overseeing programs such as the Federal Women's Program, Hispanic Employment Program, Black Employment Program and other special emphasis programs required by regulations. Assures coordination of Equal Employment Opportunity functions with other duties. Counsels employees concerning their employment, their rights and responsibilities under the Equal Employment Opportunity/Affirmative Action Program requirements. Maintains liaison with civilian personnel staff and management officials to discuss the Equal Employment Opportunity, Civil Rights and Diversity Program. Prepares or assists in the preparation of various recurring Equal Employment Opportunity reports, including reports of accomplishments and complaint workload. Travels to supported offices within the area of operations to conduct Equal Employment Opportunity related training, Equal Employment Opportunity inquires, and staff visits to measure the work climate of the organization.

In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
