You will serve as a Supervisory Information Technology Specialist of the IT Acquisition Management Branch,
IT Portfolio Services Division, Information Technology Department, Naval Oceanographic Office (NAVOCEANO), NAVOCEANO BAY ST LOUIS.
Duties
You will be the First level supervisor and senior expert of the IT Acquisition Management Branch.
You will have oversight of IT service contracts, including COR duties for major contracts.
You will lead the IT configuration management team and implement CM tools and policies, including CM training command-wide.
You will manage local NMCI and provide oversight of NMCI services command-wide.
You will represent IT acquisitions, including ITPR and SRRB reviews, preparing IT acquisition packages (SOW, justifications, funding documents) and ProTrack submissions.
You will serve as a consultant to other users on contractual, technical and acquisition aspects of equipment, software, and services.
You will establish priorities and makes work assignments to personnel in accordance with the level of the individual supervised.
You will participate on IT project teams to determine suitability for inclusion in NAVOCEANO IT programs.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to participate in continuous learning. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor.
- Must participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2.
- Must obtain the required credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2.
- The incumbent of the position is required to maintain qualifications in accordance with DON Cyber Workforce Program requirements of SECNAV M-5239.2.
Qualifications
For GS-13: Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: overseeing the implementation of programming specifications by monitoring program design, coding and debugging performed by contractors.
.2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: determining customer requirements and assisting customers by recognizing and analyzing trends by providing instruction and orientation.
3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: contacting customers at the Help Desk Level that may include those who are skeptical or uncooperative, skilled in communication to relay instructions and represent the team in meetings within the organization.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: analyzing the types, frequency and solutions necessary to correct problems and improve help desk operational procedures.
In addition to experience demonstrating the four competencies above, Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector:
Experience serving as a Senior IT Specialist.
Experience managing, reviewing or creating IT contracts.
Experience processing IT acquisitions.
Experience processing contracts with development, specifications, statements of work or other performance-based proposals.
Experience planning, implementing, tracking, evaluating required configurations.
