About the Position: Serves as a Public Affairs (PA) Specialist in the medical center's Public Affairs Office, servicing alarge multi-mission military installation.

Duties

Programs, initiates, and directs a positive internal and external information program to meet the various communications priorities in consonance with the overall mission and policies of the Defense Health Agency. Plans a total coordinated information program. Conducts research and leads the formulation of plans and policies to assure direct consideration of public information implications of planned actions. Serves as the Public Affairs Officer for medical center on occasional basis. Uses Adobe Photoshop, Illustrator, PowerPoint, Flash, SharePoint, and other software to prepare products for web, print and multimedia. Uses digital cameras, tablets, and audio equipment to photograph/video of news and special activities occurring on or off post with the installation’s personnel involvement. Works with departments to develop informational scripts to create video products for use on social media and other outlets. Prepares images and video content for posting on the installation web and social media sites and for release to external news media. Reviews and approves the content for the entire medical center’s website. Develop various patient educational videos for use on social media.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a valid stateside driver's license.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • Immunization screening is required.
  • This position may require the incumbent to work during irregular work hours which may include evenings, weekends, holidays, and/or varying work schedules.
  • This position is inclement weather essential.

Specialized Experience: One year of specialized experience which includes analyzing public affairs program materials; writing/editing speeches, memos and publications; presenting written or oral information to target audiences; and responding to media requests for interviews and press opportunities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Public Relations or Communications. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
